On the occasion of celebrating the thirtieth anniversary of the promulgation of the Basic Law of the Macao Special Administrative Region, through reviewing the practical experience of Macao's "one country, two systems" and the effectiveness of its implementation, we have deeply realized a rule: Only by comprehensively and accurately implementing the "one country, two systems" policy and adhering to the rule of law can we safeguard the sovereignty, security, development interests of the country, and maintain social stability and economic development of Macao. The Basic Law is the legal guarantee of "one country, two systems", which conforms to the fundamental interests of the country and the nation. It is the best institutional arrangement for achieving national unity and maintaining the prosperity and stability of the Special Zone. The Basic Law of the Macao Special Administrative Region is the legalization and institutionalization of the principle of "one country, two systems". In terms of "one country", special zones are an inseparable part of the country, directly under the Central People's Government. The central government exercises comprehensive governance over the Special Administrative Region, including direct exercise of power and supervision over the high degree of autonomy of the Special Administrative Region. The special zones bear the constitutional responsibility of safeguarding national sovereignty, security, and development interests. In terms of the "two systems", the central government has granted the SAR a high degree of autonomy, implementing the "Macao people governing Macao" policy, and maintaining Macao's capitalist system and lifestyle unchanged for a long time. The Basic Law is the legal guarantee for the principle and policy of "one country, two systems". To implement the principle and policy of "one country, two systems", it is necessary to govern in strict accordance with the Basic Law. The Basic Law is the first guarantee for the implementation of the principle of "one country, two systems". The Basic Law ensures the resumption of the exercise of sovereignty over Macao and achieves a smooth transition. On March 31, 1993, the First Plenary Session of the Eighth National People's Congress adopted the Basic Law of the Macao Special Administrative Region. The promulgation of the Basic Law of Macao requires that Macao's important policies and systems in various fields such as the localization of laws, the localization of civil servants, and the political system in the post transitional period must be consistent with the provisions of the Basic Law, and those that contravene the Basic Law must be amended or repealed to achieve the goal of a smooth transition. In the history of the world, it is unique to be able to solve historical legacy issues in a peaceful manner while maintaining social stability and peace of mind, fully demonstrating the advantages of the "one country, two systems" policy. Second, the Basic Law ensures that the Special Zone implements the principles and policies of "one country, two systems", adheres to the principle of "one country", brings the benefits of "two systems" into play, and achieves comprehensive economic, social, and cultural development. On December 20, 1999, the Special Administrative Region was established, and the Basic Law of Macao came into effect. The Special Administrative Region entered a new stage of governance in accordance with the Basic Law. First, the Special Zone maintains and implements the comprehensive governance power of the central government in accordance with the Basic Law. For example, according to the provisions of the Basic Law, the central government exercises the sovereignty of the country. As a part of the country, the Special Zone has no "right of self-determination". In 2014, a group in Macao launched the so-called "referendum" campaign, openly challenging national sovereignty. The Special Administrative Region implemented the provisions of the Basic Law and prohibited it according to law. According to the provisions of the Basic Law, the central government has the leading and decision-making power over the development of the political system of the Special Zone. In 2012, the Standing Committee of the National People's Congress made a decision to amend the methods for selecting the Chief Executive in Annex I of the Basic Law and the methods for selecting the Legislative Council in Annex II. In accordance with the decision of the Standing Committee of the National People's Congress, the SAR government completed the amendment of the local election law and submitted it to the Standing Committee of the National People's Congress for approval and filing, safeguarding the authority of the central government.
