Recently, the CPC Guangdong Provincial Committee and the Guangdong Provincial People's Government issued the "Several Measures for Promoting the Orderly Transfer of Industries and Promoting the Coordinated Development of Regions" and issued a notice, requiring all regions and departments to conscientiously implement them based on actual conditions. Overall planning of resource environment, factor endowment, industrial foundation, and carbon peak and carbon neutrality goals, innovation of institutional mechanisms, improvement of policy systems, support for the eastern, western, and northern regions of Guangdong to better undertake orderly industrial transfer at home and abroad, especially in the Pearl River Delta region, promote regional industrial integration and coordinated development, and accelerate the formation of a regional economic layout with obvious main functions, complementary advantages, and high-quality development, Achieve a higher level of regional coordinated development through service and integration into the new development pattern. 2、 Establish and improve long-term mechanisms (1) Strengthen overall coordination at the provincial level. Implement a new round of provincial counterpart assistance cooperation, focus on key tasks such as industrial cooperation, park construction, investment attraction, park supporting services, and joint construction of business environment, and focus on resources from both sides of counterpart assistance cooperation to promote orderly industrial transfer. Adjust and optimize the cooperative relationship of counterpart assistance, and promote the full coverage of counterpart assistance cooperation at the municipal level in eastern, western, and northern Guangdong. On the basis of stabilizing the city-level counterpart assistance cooperation mechanism, optimize the county-level counterpart assistance cooperation mechanism in accordance with the principle of "city coordination, county coordination". In principle, the county-level counterpart assistance cooperation relationship and tasks are arranged by the city-level coordination. Support the exploration and establishment of cost sharing and benefit sharing mechanisms between counterpart assistance and collaboration parties. Strengthen two-way communication between cadres from both sides in counterpart assistance and cooperation. （3） Expand various forms of cross regional industrial cooperation. Supporting non counterpart assistance and collaborative relationships, the Pearl River Delta and cities in eastern Guangdong, western Guangdong, and northern Guangdong have innovated cross regional industrial cooperation models, establishing multi-level co construction relationships among cities, counties, and parks based on the principles of voluntary consultation, co construction, and sharing, and guiding more industries in the Pearl River Delta region to transfer to eastern Guangdong, western Guangdong, and northern Guangdong.
