On March 23, the China Development Research Foundation and PricewaterhouseCoopers jointly released the "City of Opportunity 2023" report. The top ten cities in China are: Beijing, Shanghai, Shenzhen, Guangzhou, Hangzhou, Nanjing, Wuhan, Suzhou, Chengdu, and Tianjin. Recently, data from the Guangdong, Hong Kong, and Macao statistical department showed that the total economic volume of the Guangdong, Hong Kong, and Macao Greater Bay Area in 2022 exceeded 13 trillion yuan. The Greater Bay Area of Guangdong, Hong Kong, and Macao, with strong economic strength, has demonstrated outstanding performance in multiple dimensions in the "City of Opportunity 2023" report, especially in the four dimensions of "intellectual capital", "economic influence", "business friendly environment", and "technology and innovation", where advantages are relatively concentrated. Three cities have entered the top 10 in the above dimensions. Among them, Shenzhen, Guangzhou, and Hong Kong are among the first echelons in the Dawan District, leading and driving the development of urban clusters. Shenzhen ranks third in the country in terms of total score, while "Technology and Innovation" and "Business Friendly Environment" ranked first last year; Guangzhou's total score ranks fourth in the country, with the "intellectual capital" dimension returning to the top in the country, supporting the development of technology and industry with high-quality talent resources; Hong Kong ranks 16th in the country, ranking first in both "urban resilience" and "economic influence" dimensions, and has a high corporate attractiveness and global openness. The second tier cities of Foshan, Dongguan, Zhuhai, and Macao rank in the upper and middle reaches of the country in terms of "technology and innovation", "urban resilience", "transportation and urban planning", and "sustainable development"; The third tier cities of Zhongshan, Huizhou, Jiangmen, and Zhaoqing have strong cost advantages and industrial space advantages. Driven by core cities and industrial radiation, they will generate new development potential. Wang Bin, a partner in charge of Guangdong market at PricewaterhouseCoopers, pointed out that the driving effect of the digital economy on the industrial transformation and upgrading of the Greater Bay Area has fully manifested, and a number of data indicate that the digital economy has become a new engine for high-quality development in the Greater Bay Area. In the report released this year, "green and low-carbon" indicators were added to the "sustainable development" dimension, with Shenzhen ranking first, Huizhou third, and Guangzhou fifth. In addition, several cities in the Dawan District have advanced levels of sustainable development, such as Guangzhou, which ranks third in this dimension, and fourth and sixth in air quality and population mobility, respectively. It can be seen that while maintaining rapid economic development and industrial population concentration, the Greater Bay Area of Guangdong, Hong Kong, and Macao takes into account ecological protection and practices the new development concept of innovation, coordination, green, openness, and sharing. This year is the tenth year of the release of "City of Opportunity". In the decade since its debut in 2014, "City of Opportunity" has continuously observed the economic and social development and urbanization process of Chinese cities in a comprehensive manner. The report points out that China has entered a stage of high-quality development, and regional coordination, digital economy, and sustainable development will be important topics for Chinese cities in the next decade.
