The Ministry of Industry and Information Technology recently issued the Notice of the Ministry of Industry and Information Technology on Further Improving the Mobile Internet Application Service Capability (hereinafter referred to as the Notice), which issued 26 measures in regulating the installation and unloading behavior, optimizing the service experience, and strengthening the personal information protection, to further improve the mobile Internet application service capability. Among them, 12 measures were put forward focusing on the installation and uninstallation of apps, and 14 measures were put forward focusing on the development operators and distribution platforms of apps. Experts believe that the 26 measures, which focus on protecting the legitimate rights and interests of users and creating a health service ecosystem, can be said to hit the pain point and respond to concerns. In recent years, China's mobile internet has developed vigorously and various application services have become increasingly rich. At present, the number of apps on the shelf is 2.58 million, and innovative forms such as small programs and fast applications are emerging constantly. People can find corresponding apps in all aspects of life, such as shopping, ordering, communication, travel, etc. They have played an important role in promoting economic and social development and serving people's lives. However, while the number of apps continues to grow, some enterprises' service behaviors are not standardized, and the responsibilities of relevant links are not fully implemented, which infringes on users' rights and interests, destroys user experience, and has a negative impact on the information consumption environment. For example, the problems arising from these application fields, such as un-unloadable app applications, un-closable pop-up ads, un-unable automatic renewal, and indistinguishable true and false apps, deviate from the direction of high-quality development of the mobile internet industry. Relevant departments attach great importance to all kinds of chaos in the App field, and laws and regulations are also being improved. Among them, the Network Security Law, the Data Security Law, the Personal Information Protection Law and other laws have relevant content related to App governance. The Ministry of Industry and Information Technology has also issued relevant governance policy documents on mobile Internet for three consecutive years, continuously strengthened industry supervision, and carried out several rounds of rectification actions, which have achieved obvious results. According to statistics, from December 2019 to February 2023, the Ministry of Industry and Information Technology has notified 27 batches of apps infringing on user rights and interests, listed the detailed problems one by one, made rectification within a strict time limit, and removed the apps that failed to complete the rectification as required. It is worth noting that, driven by interests, with the continuous upgrading of mobile Internet technology, some enterprises can always use new tricks and play "edge ball" to avoid supervision. In this regard, it is urgent to strengthen the applicability, pertinence and operability of laws and regulations to maintain a good information consumption environment and promote high-quality development of the industry. Experts said that many "hard standards" formulated by the Ministry of Industry and Information Technology, which are more responsive to users' demands, directly hit the "choke points" and "pain points" in reality, not only strongly regulate the behavior of app installation and uninstallation, optimize the service experience, and strengthen the protection of personal information, but also means returning the option of app to users to help them achieve "freedom of app installation and uninstallation".
