The Second Plenary Session of the 20th CPC Central Committee adopted the Plan for the Reform of the Party and State Institutions. Deepening the institutional reform of the State Council is one of the important tasks. We will strengthen the optimization and adjustment of institutional responsibilities in key areas such as science and technology, financial supervision, data management, rural revitalization, intellectual property rights, and aging work, transform government functions, and accelerate the construction of a government governed by law, providing a strong guarantee for the comprehensive construction of a modern socialist country and the comprehensive promotion of the great rejuvenation of the Chinese people. 1、 The Ministry of Science and Technology was reorganized. Strengthen the functions of the Ministry of Science and Technology to promote and improve the new nationwide system, optimize the whole chain management of scientific and technological innovation, promote the transformation of scientific and technological achievements, and promote the integration of science and technology and economic and social development, strengthen the macro-management responsibilities of strategic planning, institutional reform, resource planning, comprehensive coordination, policies and regulations, supervision and inspection, and retain the national basic research and applied basic research, national laboratory construction, and major national science and technology projects The construction of the national technology transfer system, the transfer and transformation of scientific and technological achievements and the combination of production, education and research, the construction of regional scientific and technological innovation system, the construction of scientific and technological supervision and evaluation system, the construction of scientific and technological integrity, international scientific and technological cooperation, the construction of scientific and technological talent team, and the national scientific and technological awards and other related responsibilities still serve as the constituent departments of the State Council. The responsibility of the Ministry of Science and Technology to organize the formulation of science and technology to promote agricultural and rural development plans and policies, and to guide rural scientific and technological progress was assigned to the Ministry of Agriculture and Rural Affairs. The responsibility of the Ministry of Science and Technology for organizing the formulation of science and technology to promote social development plans and policies was assigned to the National Development and Reform Commission, the Ministry of Ecological Environment, the National Health Commission and other departments. The Ministry of Science and Technology will organize the formulation of high-tech development and industrialization plans and policies, guide the construction of national independent innovation demonstration zones, national high-tech industrial development zones and other science and technology parks, and guide the development of science and technology services, technology markets, and science and technology intermediary organizations into the Ministry of Industry and Information Technology. The responsibility of the Ministry of Science and Technology for introducing foreign intelligence is assigned to the Ministry of Human Resources and Social Security, and the National Bureau of Foreign Experts is attached to the Ministry of Human Resources and Social Security. Deepen the reform of the allocation and use mechanism of financial science and technology funds, improve the implementation of the central financial science and technology plan and the management system of professional institutions, adjust the responsibilities of the Ministry of Science and Technology for the coordination and management of the central financial science and technology plans (special projects, funds, etc.), and the coordination and evaluation of scientific research project funds, and transfer the China Rural Technology Development Center under the Ministry of Science and Technology to the Ministry of Agriculture and Rural Affairs, and the China Biotechnology Development Center to the National Health Commission, China Agenda 21 Management Center and the High-tech Research and Development Center of the Ministry of Science and Technology were included in the National Natural Science Foundation of China.
