High-quality rural revitalization is closely related to high-quality talents. Rural revitalization depends on people, especially rural cadres. Rural cadres are the backbone of building a powerful agricultural country. We should strengthen the construction of agricultural technology extension talent team, explore the integrated development mechanism of public welfare and operational agricultural technology extension, allow agricultural technology personnel to obtain reasonable remuneration by providing value-added services, and fully implement the special employment plan for agricultural technology extension services. We will strengthen the construction of agriculture-related colleges and disciplines, vigorously cultivate agricultural science and technology and popular science talents, thoroughly implement the program of outstanding talents in agricultural research and the program of outstanding young agricultural scientists, and deepen the reform of the agricultural professional title system. To promote the revitalization of rural talents, we should also build a platform for those who are willing to participate in rural construction. We should adhere to the combination of local training and external introduction, and encourage social talents to participate in rural construction. Research and develop relevant policies, measures and management measures, guide and support entrepreneurs, doctors and teachers, planners, architects, skilled talents, etc., serve rural revitalization by going to the countryside as volunteers, investing and starting businesses, practicing medical education, donating funds and materials, legal services, and other ways, and allow qualified public officials to return to the countryside to serve.
