The reporter learned from the recent symposium on the 10th anniversary of the implementation of the national innovation survey system that the monitoring and evaluation of China's innovation survey system showed that China's scientific and technological talent structure has been more optimized in the past 10 years. In 2021, the total number of R&D personnel in China will be 5.72 million person-years, 1.8 times that of 2012, ranking first in the world. The number of R&D personnel per 10000 employees increased from 43 in 2012 to 77 in 2021. The number of Chinese mainland scientists selected as the world's top cited scientists increased from 111 in 2014 to 1169 in 2022, and the world's top scientific and technological talents accelerated to emerge. The national innovation survey system is an institutional arrangement for comprehensive monitoring and evaluation of national innovation capacity based on scientific and normative statistical surveys. In September 2012, the construction of the national innovation investigation system was launched. After more than 10 years of development, China has established a national innovation investigation system that conforms to its national conditions, and has formed a number of fruitful results, including a series of innovative investigation products including statistical yearbook data, monitoring and evaluation reports, etc. The results of the national innovation survey have become an "important window" for the public to accurately understand the effectiveness of China's innovation-led development and for the international community to understand China's innovation.
