Half of all applicants are graduates from the top 100 universities in the world and have at least 3 years of work experience in the past 5 years. One in six applicants have an annual income of more than 2.5 million Hong Kong dollars. The Hong Kong SAR government proposed a series of "talent grabbing" measures in the 2022 policy address, among which the "high-end talent pass plan" began to accept applications on December 28, 2022. The plan attracts three types of target persons. Category A refers to those with income of 2.5 million Hong Kong dollars or more in the previous year, Category B refers to those who have graduated from the top 100 universities in the world and accumulated at least 3 years of work experience in five years, Category C refers to those who have graduated from the top 100 universities in the world but have less than 3 years of work experience in the previous five years, and the maximum number of Category C persons is 10000 per year.
