The relevant person in charge of the Department of Atmospheric Environment of the Ministry of Ecology and Environment said that at present, people's expectations of the quality of the ecological environment are getting higher and higher, and sound pollution has become the focus of concentrated complaints in the environmental field. To this end, the Ministry of Ecology and Environment, together with relevant departments, issued the "Fourteenth Five-Year Plan" for Noise Pollution Prevention and Control on January 3, constantly improving the noise pollution prevention and control management system. The action plan focuses on the issues that the masses focus on, implements the whole-process supervision of source prevention, transmission control, and receptor protection, and strengthens the positive guidance by setting up the noise pollution control benchmark, classifying the construction site, and building a quiet community. Define the control measures for key noise sources, and refine the requirements for construction in the concentrated areas of key industrial enterprises and noise-sensitive buildings; According to the characteristics of traffic noise and social life noise, optimize the control measures, and gradually improve the level of noise pollution control. While enforcing the law in the field of noise pollution prevention and control and improving the law enforcement capacity at the grass-roots level, we should pay close attention to the implementation of responsibilities, guide the whole people to jointly control, promote the coordination and linkage of noise pollution prevention and control, optimize the way of dispute resolution, strictly assess the accountability, promote the construction of noise pollution prevention and control teams, and build a good situation of social co-governance. Jiang Huohua, deputy director of the Department of Ecological Environment Monitoring, said that according to the relevant requirements of the action plan, the national noise monitoring and information release will be strengthened to better meet the people's right to know and supervise the noise pollution. On the one hand, the acoustic environment quality monitoring network will be fully built, and the national acoustic environment quality monitoring stations (points) will be uniformly planned together with the relevant departments. Each provincial ecological environment department is responsible for setting up the acoustic environment quality monitoring stations (points) in its administrative region. By the end of 2023, the acoustic environment quality monitoring network covering all urban functional areas at and above the prefecture level will be completed. On the other hand, automatic monitoring of acoustic environment quality in functional areas will be fully realized. By the end of 2023, 4 municipalities directly under the Central Government, 27 provincial capital cities and 5 cities specifically designated in the state plan will take the lead in realizing automatic monitoring of acoustic environmental quality in urban functional areas. By the end of 2024, other 303 prefecture-level cities will realize automatic monitoring of acoustic environmental quality in urban functional areas. From January 1, 2025, the automatic monitoring of acoustic environmental quality in functional areas will be fully realized in cities at and above the prefectural level nationwide. At the same time, comprehensive monitoring of regional noise, social life noise and noise sources will be carried out. For example, all localities focus on the areas where noise-sensitive buildings with many complaints are concentrated, and carry out the investigation and monitoring of the acoustic environment quality and noise emission; Managers of public places such as streets, squares and parks are encouraged to carry out noise monitoring in relevant places as required.
