Promoting the integration of domestic and foreign trade is conducive to the formation of a strong domestic market and the smooth domestic and international circulation. Recently, 14 departments, including the Ministry of Commerce, have studied and determined to carry out domestic and foreign trade integration pilot projects in 9 cities, including Beijing, Shanghai and Fujian Province (including Xiamen). The pilot area includes different provinces, regions and cities from the central and western regions of the inland to the economically developed coastal areas, and is highly representative. This is a major measure to implement the spirit of the 20th CPC National Congress, speed up the construction of a new development pattern with the domestic big cycle as the main body and the domestic and international double cycle promoting each other, and promote the comprehensive deepening of reform. In the context of the current global economic downturn, shrinking external demand and the continuous pressure on traditional foreign trade, the establishment of pilot projects to promote the integration of domestic and foreign trade not only helps to directly alleviate the operational difficulties of some foreign trade enterprises, but also plays an important role in breaking the institutional barriers to the integration of domestic and foreign trade, better participating in the division of labor in the global value chain, and enhancing the competitiveness of Chinese enterprises in the international market. From the perspective of supply, it can reduce the transaction cost of enterprises, improve the quality and level of trade and investment, optimize the allocation of market resources, improve economic efficiency, and create a more favorable environment for innovation; From the perspective of demand, it can improve the level of domestic demand, promote the development of the service industry, prosper the market and improve people's livelihood, which is of great benefit to promoting the implementation of the strategy of expanding domestic demand. For enterprises that are deeply engaged in the foreign trade track, although the domestic market is large, the inadaptability to expand the domestic market is also widespread. Due to the positioning differences between domestic and foreign products, direct transfer of foreign trade products to domestic sales is often not feasible, and targeted product design and production are required for the needs of the Chinese market. In addition, the expansion of domestic sales channels and the improvement of trading rules are also problems that foreign trade enterprises often encounter in expanding domestic demand market. For example, the person in charge of an enterprise said that foreign trade transactions were settled by letter of credit, and there were occasional bad debts, while the default of payment for goods in the domestic market was relatively common, which became a concern of enterprises. For a long time, domestic trade and foreign trade are economic activities carried out under the two standard systems at home and abroad. There are also differences in technology, quality and standards of enterprise products. Promoting the development of domestic and foreign trade integration needs to do a good job in system planning and top-level design. As early as January 2022, the General Office of the State Council made a plan to promote the integration of domestic and foreign trade, form a strong domestic market and smooth the domestic and international double circulation. In fact, many countries have taken substantial steps in exploring the integration of domestic and foreign trade. For example, Fujian issued the "Implementation Opinions on Promoting the Development of Domestic and Foreign Trade Integration", which put forward 17 suggestions and measures in four aspects, including strengthening the connection of internal and external rules, promoting the connection of standard certification, and vigorously promoting the same line, same standard and same quality. In the pilot work plan prepared by Fujian, it is further proposed to implement and improve laws and regulations, promote the convergence of standards and certification, cultivate the main body of integrated operation market, and build a platform for the integration of domestic and foreign trade development in the province by 2025
