GEP, referred to as the total value of ecological products, refers to the sum of the monetary value of all ecological products of various ecosystems in a certain region during the accounting period, including the value of three types of ecological products: material supply, regulatory services and cultural services. A few days ago, Beijing released the Implementation Plan for Beijing to Establish and Improve the Value Realization Mechanism of Ecological Products and the Implementation Plan for Promoting the Ecological Protection and Green Development of Ecological Conservation Areas with High Quality in the New Era, aiming to establish and improve the value realization mechanism of ecological products and promote the development of ecological conservation areas. The plan proposes that by 2025, the total value accounting and application system of ecological products will be basically established, and the total value of ecological products in the city will be steadily expanded and the structure will be more optimized. By 2035, a complete value realization mechanism for ecological products will be fully established, and a green and low-carbon production and lifestyle will be widely formed in Beijing. The introduction of the two implementation plans has opened a new channel for the transformation of "green water and green mountains are golden mountains and silver mountains" in Beijing, and a GEP-oriented blueprint for future ecological protection and green development has become increasingly clear. Reflect ecological value "We all know that wetlands, forests, lakes and so on are valuable, but the specific value is still unclear in concept. GEP is the 'priceless' of various ecosystem services. The accounting is an ecological account, which can more intuitively reflect the value of the ecosystem, and scientifically measure how many golden mountains and silver mountains can be converted into, building a bridge between the two. This is a new concept of benchmarking and dialogue GDP." Wang Haihua, deputy director of the Natural Ecological Protection Division of Beijing Municipal Bureau of Ecological Environment, explained. The Beijing local standard "Technical Specifications for Gross Value Accounting of Ecological Products", which will be implemented on April 1 this year, is the first local standard to implement the national "Technical Specifications for Gross Value Accounting of Ecological Products" (Trial) after the issuance of the "Opinions on Establishing and Improving the Value Realization Mechanism of Ecological Products" issued by the General Office of the CPC Central Committee and the General Office of the State Council. Turning to the 51-page GEP accounting technical specification, almost every part will list complex calculation formulas. According to the formula, the relevant data will be inserted, and the total GEP in the region can be calculated finally. Ouyang Zhiyun, deputy director and researcher of the Ecological Environment Research Center of the Chinese Academy of Sciences, participated in the formulation of the standard. In his view, if we want to further expand the transformation channel of "green water and green mountains are golden mountains and silver mountains" in Beijing, we must fully grasp the "green family" in Beijing, and the accounting of GEP is undoubtedly an important basic work. "When formulating the standard, we fully considered the characteristics of Beijing as a megacity and the ecological background, combined with the two years of trial application, and carried out localization research in the aspects of indicator setting, parameter selection and price system." For example, in terms of indicator setting, it covers all six categories of ecosystems in Beijing, including forests, shrubs, grasslands, wetlands, farmland and cities; In terms of parameter selection, taking into account the differences in climate conditions and natural resource endowments in North China, carry out parameter localization work and build a set of Beijing parameters based on the work of various departments and a large number of field investigations; In terms of price system, consider the attributes of different ecological products, and explore a price system that reflects factors such as protection and replacement costs. “2
