Learning, publicizing and implementing the spirit of the 20th CPC National Congress is the primary political task of the whole Party and the country at present and in the future. Today, with the theme of learning and implementing the spirit of the 20th CPC National Congress, we hold the first collective study of the Political Bureau of the 20th CPC Central Committee, with the purpose of demonstrating for the whole party. The 20th National Congress of the Communist Party of China has made a series of major achievements in politics, theory and practice. Comrade Mao Zedong said, "It is a Marxism-Leninist art of leadership to be good at transforming the Party's policies into the actions of the masses, and at making every movement and struggle of our country understand and master not only the leading cadres, but also the masses." The Political Bureau of the Central Committee should take the lead in grasping the spirit of the 20th CPC National Congress, Promote the spirit of the 20th CPC National Congress to be widely and deeply understood by the cadres and masses. Whenever the Party Central Committee makes a major decision and deployment, we call on all Party comrades to strengthen their study, so as to unify the thoughts and actions of the whole Party, and gather a strong force to overcome difficulties and forge ahead in unity. This is a successful experience of the Party. With regard to the study, publicity and implementation of the spirit of the 20th CPC National Congress, I made a request at the first plenary session of the 20th CPC Central Committee, the first meeting of the Standing Committee of the Political Bureau of the CPC Central Committee and the first meeting of the Political Bureau of the CPC Central Committee. Today, I would like to make some comments from three aspects. First, work hard on comprehensive learning. Only through comprehensive, systematic and in-depth study can we fully, accurately and comprehensively understand the spirit of the Twentieth National Congress of the Communist Party of China, understand what it is, what it does and how to do it, and lay a solid foundation for implementation. First, read the original text and understand the principle. Leading cadres should study the report of the 20th National Congress of the Communist Party of China in its original form, combine the study report with the series of speeches and relevant documents of the study conference, and combine the spirit of the report of the 18th National Congress of the Communist Party of China and the report of the 19th National Congress of the Communist Party of China with each other. We should closely link the historic achievements and changes in the cause of the Party and the country since the 18th National Congress of the Communist Party of China, the extremely unusual and extraordinary course we have gone through over the years, the concrete practice of deepening reform and opening up, promoting high-quality development, effectively addressing major risks and challenges, and the profound changes in the international environment, Deeply understand the historical logic, theoretical logic and practical logic of the major policy and strategic deployment for the development of the Party and the country at the 20th CPC National Congress. Second, we should work hard on the overall control. The spirit of the Twentieth National Congress of the CPC is very rich, including both political foresight and theoretical profound thinking, as well as scientific setting of objectives and strategic deployment of work, which are interconnected and organically unified. Only by persisting in the combination of history and reality, theory and practice, and international and domestic methods, and repeatedly pondering from the whole to the part, and then from the part to the whole, can we fully grasp the spirit of the Twentieth National Congress of the Communist Party of China, and avoid knowing one without knowing the other, and knowing the other without knowing the reason.
