A construction company in Zhanjiang, Guangdong, owed more than 730000 yuan in salary, but the contractor played "hide and seek" with the police on the grounds of illness and refused to accept the investigation. Recently, Xiashan Branch of Zhanjiang Public Security Bureau in Guangdong Province severely cracked down on illegal and criminal acts of malicious salary arrears, handled this case of refusing to pay labor remuneration, detained one suspect and recovered labor remuneration for 30 workers. On December 14, 2022, the Construction Police Station of Xiashan Branch of Zhanjiang Public Security Bureau received a case of refusing to pay labor remuneration handed over by the District Human Resources and Social Security Bureau. According to the Human Resources and Social Security Bureau, the general contractor of the project involved in the case is Guangdong Wanmou Construction Engineering Co., Ltd. (hereinafter referred to as Wanmou Company), the professional subcontractor of foundation pit support is an economic construction engineering (Zhanjiang) Co., Ltd. (hereinafter referred to as an economic company), the legal representative of an economic company is Xu Moucheng, and why does an economic company assign a project leader (contractor) to the project. On September 7, 2022, 30 workers including Wang Mouwen, a worker of the project, reported to the Human Resources and Social Security Bureau that the project was owed more than 732000 yuan by a company. The Human Resources and Social Security Bureau filed a case for investigation on the 13th of that month, and found Xu Moucheng and He Mouling to investigate and urge the payment of the wages of the workers in arrears. Until November 5 of that year, the comprehensive law enforcement team of labor security supervision of the Human Resources and Social Security Bureau learned from the representative offices of three workers, including Wang Mouwen, that the wages owed to 30 workers had not been paid. Subsequently, on November 7, 2022 and November 17, 2022, the Human Resources and Social Security Bureau issued the "Instruction for Labor and Social Security Supervision to Correct within a Time Limit" to a certain company, requiring a certain company to pay the arrears of wages of Wang Mouwen and others within a time limit. However, a company failed to settle the salary arrears of Wang Mouwen and others within the specified time limit. On December 14, 2022, after the Xiashan police received the case, the construction police station hosted the case. The next day, the police immediately called three workers' representatives, including Wang Mouwen, to learn about the situation. After inquiry, they learned that the workers' wages were agreed and paid by He, and all workers did not sign labor contracts. After the completion of the project, the workers have asked for salary from a certain company, He Mouling, Wan Mou and the developer for several times, but only a few workers have received part of the salary, and most workers have not received any money. After the workers repeatedly asked for their salaries, He Mouling unexpectedly lost contact directly and did not answer the phone. Since the workers are all from rural areas, and many are the only labor force in the family, the amount of unpaid wages is large and the time is long, and the new year is approaching, and the workers are in urgent need of getting paid to go home for the New Year, so they are very excited. The investigation police showed their attitude to the workers' representatives at the scene, promising to make every effort to help recover the unpaid wages and bring the persons involved to justice in the shortest time, and at the same time instructing the workers' representatives to actively pacify the feelings of other workers. Subsequently, the investigators inquired and investigated He Mouxin, a member of the office stationed at the project site by Wanmou Company. According to He Mouxin, Wan has paid the progress payment of the project of an economic company on time, and has never defaulted. As of June 27, 2022, Wan has directly paid the progress payment of the project of an economic company of more than 5.95 million yuan, and paid the wages of 21 workers of the project on behalf of 370000 yuan.
