The 38th Session of the Standing Committee of the 13th National People's Congress held its first plenary meeting in the Great Hall of the People in Beijing on the morning of November 27. Chairman Li Zhanshu presided over the meeting. The meeting was held in a combination of on-site attendance and online video attendance. 136 members of the Standing Committee attended the meeting, and the number of participants met the quorum. The meeting heard a report by Shen Chunyao, Vice Chairman of the Constitution and Law Committee of the National People's Congress, on the revision of the draft amendment to the Legislative Law. The second draft improved the guiding ideology of legislation, increased the content of adhering to scientific legislation, democratic legislation and legislation according to law, and enriched and improved the scope of legislative matters in cities with districts. The Constitution and Law Committee suggested that the Standing Committee decide to submit the draft amendment to the First Session of the Fourteenth National People's Congress for deliberation after deliberation at this session of the Standing Committee. At the meeting, Li Fei, Chairman of the Constitution and Law Commission, and Liu Jixing, Vice Chairman of the Constitution and Law Commission, respectively heard reports on the review results of the draft revised wildlife protection law. The Constitution and Law Committee believes that the two drafts mentioned above are relatively mature, and recommends that they be submitted to this Standing Committee meeting for deliberation and adoption. At the meeting, Jiang Bi, vice chairman of the Constitution and Law Commission, gave a new report on the revision of the revised draft of the Company Law. The second draft improved the legislative purpose, further strengthened the shareholders' responsibility for capital contribution, and improved the provisions on corporate governance and directors' responsibility. The meeting heard a report by Wang Ning, Vice Chairman of the Constitution and Law Commission, on the revision of the revised draft of the Anti espionage Law. In the second review of the draft, the relevant contents of improving the anti espionage awareness of the whole people, strengthening the national security and people's defense lines, and increasing support for anti espionage work were added. The meeting heard Li Fei's report on the revision of the draft ecological protection law on the Qinghai Tibet Plateau. The second draft further promoted the construction of the ecological security system, strengthened ecological protection and restoration, improved biodiversity protection measures, strengthened ecological risk prevention and control on the Qinghai Tibet Plateau, and strengthened scientific and technological support. In order to protect and improve the marine environment, promote sustainable economic and social development, and realize the harmonious coexistence between man and nature, the Environment and Resources Protection Commission has put forward a proposal on submitting the revised draft of the Marine Environment Protection Law for deliberation. Wang Hongyao, vice chairman of the Environmental and Resource Protection Commission, made a statement. In order to consolidate and improve the basic socialist economic system and the basic rural management system, and safeguard the fundamental interests of the broad masses of farmers, the Agriculture and Rural Committee has put forward a proposal to submit a draft law on the organization of the rural collective economy for deliberation. Chen Xiwen, chairman of the Agriculture and Rural Committee, made a statement. In order to optimize the development environment of philanthropy, regulate charitable activities, give play to the role of charity in the third distribution, and promote common prosperity, the Social Construction Commission has put forward a proposal on submitting the revised draft of the Charity Law for deliberation. He Yiting, Chairman of the Social Construction Commission, made a statement. In order to promote high-level opening up and improve the level of trade facilitation, the State Council has put forward a proposal to submit a draft amendment to the Foreign Trade Law for deliberation. Entrusted by the State Council, Minister of Commerce Wang Wentao made a statement. In order to promote the improvement of the tax legal system, the State Council has proposed the draft of the value-added tax law
