From the stipulation that "drug online sales enterprises shall operate in accordance with the approved business methods and business scope", to the point that "where prescription drugs are sold to individuals through the Internet, the source of prescriptions shall be authentic and reliable, and the real name system shall be implemented", to the emphasis that "the third-party platform shall strengthen inspection, and manage the drug information display, prescription review, drug sales and distribution of drug online sales enterprises stationed on the platform", The Measures provide more clear compliance guidance for online drug sales, which plays an important role in further standardizing online drug sales and ensuring the safety of online drug purchase. Drug regulatory departments at all levels should implement the Measures, comprehensively supervise and manage online drug sales, strictly investigate illegal acts, and maintain the order of online drug sales. The qualification review and sales behavior supervision of online pharmacies need to be strengthened. There are many types and large numbers of online drug sales entities, and the promotion and display methods are complex and diverse. It is more difficult to supervise than physical pharmacies. The Measures stipulate that "drug online retail enterprises shall be responsible for the quality and safety of drug distribution" and "shall keep complete records of supplier qualification documents, electronic transactions, etc.". Online pharmacies are basically offline entities and warehouses. Strengthening the qualification review and drug inspection of online pharmacies has captured the "bull's nose" of online drug sales supervision. We will monitor the whole process of online drug sales to ensure that every transaction is traceable and traceable. If there are violations, we can quickly reverse check. The network sales of prescription drugs should be strictly managed. China has strict classification management on OTC and prescription drugs: OTC drugs are safe to use and can be sold without prescription; Prescription drugs are potentially dangerous to human body, and illegal sales cause greater drug safety risks. They can only be sold after a doctor has issued a prescription. The Measures stipulate that "prior to the sale of prescription drugs, consumers shall be fully informed of relevant risk warning information and be confirmed by consumers to know"; The online drug retailers selling prescription drugs "shall keep relevant records for at least 5 years, and not less than 1 year after the expiration of the drug". Drug online sales supervision should highlight the focus of prescription drug sales, follow the principle of "online and offline consistency" in business supervision, strengthen prescription review, and severely crack down on illegal behaviors such as forged prescriptions and random prescriptions. The third-party platform shall assume the responsibility of management and supervision.
