On the 19th, the Hong Kong SAR Government announced the "Blueprint for Primary Health Care", which aims to formulate development direction and strategies for strengthening the primary health care system in Hong Kong, and address the challenges posed by the aging population and the rising incidence of chronic diseases, so as to improve the health of the whole people and the quality of life of the citizens. The Blueprint for Grass roots Medical and Health Care proposes five reform directions for grass roots medical and health care, including establishing a community grass roots medical system, strengthening the management of grass roots medical services, integrating grass roots medical and health resources, planning grass roots medical staff, improving data exchange and health monitoring. Lu Chongmao, Director of the Medical and Health Bureau of the Hong Kong SAR Government, said that in the face of the pressure brought by the aging population and the increasing prevalence of chronic diseases, it is not a sustainable way to increase public medical and health expenditure to subsidize public hospitals to cope with the increasing medical demand. Therefore, Hong Kong needs to carry out a systematic reform of the medical system, shift the focus from treatment to disease prevention, and reverse the current medical system and concept of "emphasizing treatment over prevention". He said that he hoped to promote the reform of grassroots medical and health care through the Blueprint for Grassroots Medical and Health Care, provide convenient and consistent medical services and establish a sustainable medical system, so as to improve the overall health of Hong Kong citizens.
