It was reported that the Opinions were issued to further implement the relevant deployment requirements of the CPC Central Committee, combine the new situation and new problems in handling bribery cases, provide normative guidance for procuratorial organs at all levels to strictly punish bribery and improve the quality and efficiency of handling cases based on their functions, help promote the joint investigation of bribery, and achieve both the symptoms and the root causes of corruption. The Opinions emphasized that the main theme of "joint investigation" should be adhered to, and bribery crimes should be punished accurately and effectively according to law. Accurately identify bribery crimes according to law, and accurately distinguish between individual bribery and unit bribery. If the illegitimate benefits obtained by offering bribes in the name of a unit belong to individuals, they shall be deemed as individual bribery. If the relevant acts of the briber seeking illegitimate interests constitute a crime separately, they shall be punished together with the crime of bribery according to law. The bribery crime with bad nature shall be investigated strictly, and the sentencing suggestions, including the proposal of applying property punishment, shall be put forward strictly to effectively punish the bribery crime. Strictly grasp the leniency treatment of bribery crime, carefully review the evidence of leniency, distinguish different situations and degrees, and make sure that the crimes are appropriate, lenient and strict. In terms of work cohesion and cooperation constraints, the Opinions require that we should strengthen communication with the supervisory and judicial organs, implement the provisions on case handling cohesion, ensure strong cooperation and effective constraints, and promote consensus building and collaborative efforts. We will strengthen supervision over the trial of bribery cases, comprehensively use a variety of methods, and strengthen the effectiveness of supervision.
