The reporter learned from the Ministry of Human Resources and Social Security on the 12th that China will focus on key groups such as college graduates, migrant workers, and people with employment difficulties, improve and implement support policies, optimize the provision of entrepreneurial services, and support more key groups to participate in entrepreneurial activities. Eight departments, including the Ministry of Human Resources and Social Security, recently issued the Notice on Implementing the Action of Promoting Entrepreneurship of Key Groups. The notice proposed that we should optimize the entrepreneurial environment, optimize the registration process of market entities, implement systems such as on-site completion, one-time completion, and time limited completion, continue to promote the reform of the commercial system, and create a high-quality business environment. The notice stressed that it is necessary to cultivate entrepreneurs, promote the implementation and transformation of young creative design achievements such as college graduates, strengthen the support for migrant workers returning home to start their own businesses, and guide people with employment difficulties to establish entrepreneurial projects with less investment and less risk. At the same time, establish public entrepreneurial service standards, build an integrated service mechanism, organize entrepreneurial mentors to go to the grass-roots level, give classified guidance to key groups' entrepreneurship, and carry out various docking and negotiation activities to provide human resources support for key groups' entrepreneurship. Entrepreneurship training is widely carried out, and qualified entrepreneurs are given subsidies according to regulations. In terms of the entrepreneurship policy support plan, accelerate the implementation of the entrepreneurship guarantee loan policy, promote electronic approval, simplify the guarantee procedures, and exempt the counter guarantee requirements according to regulations. If the borrower encounters temporary difficulties in liquidity due to epidemic situation, he/she can apply for extension of repayment, and the period shall not exceed 1 year in principle. In terms of the financial product support plan, financial institutions are encouraged to stabilize the stock of inclusive small and micro loans, expand the increment, support financial institutions to innovate product services around "stabilizing and expanding the post", increase loan issuance, and promote the steady decline of financing costs of small and micro enterprises. The notice proposed that the government invested entrepreneurial carriers should be provided free of charge to key groups as sites for entrepreneurial projects. We will guide the transformation and upgrading of entrepreneurial carriers, improve service levels, strengthen exchanges and cooperation with entrepreneurial carriers, and build a resource integration platform for key groups and entrepreneurial resources. In addition, workers who are employed in a flexible way are allowed to go through employment registration at the public employment service institutions in their places of permanent residence. We will encourage public employment service institutions to set up special areas for odd jobs, dynamically adjust the opening hours of service halls, and provide free registration and release of odd jobs and job recruitment services. We will encourage local governments to transform and utilize idle buildings in line with local conditions, build necessary service facilities, and scientifically plan and distribute the odd jobs market.
