However, there are still some weaknesses in the current domestic domestic waste treatment system. In order to strengthen the construction of domestic waste incineration treatment facilities in county-level areas and accelerate the complement of weak points, the National Development and Reform Commission recently issued the Guiding Opinions on Strengthening the Construction of Domestic Waste Incineration Treatment Facilities in county-level areas, which put forward requirements for the classification, collection, transportation, treatment and other standards of domestic waste. "China's county-level areas are large in number and various in types, with different levels of economic and social development, distribution of population resources, eating habits, and composition of domestic waste." Zhang Yingjian, director of the Resources and Environment Business Department of China International Engineering Consulting Co., Ltd., said that in this regard, the opinions fully considered the resource and environment carrying capacity, location conditions, and the foundation for the construction of domestic waste incineration treatment facilities in county-level areas, and defined the goals in four categories of areas according to local conditions: by 2025, a domestic waste classification and treatment system suitable for economic and social development will be basically formed in county-level areas nationwide. From the regional perspective, Beijing Tianjin Hebei and its surrounding areas, the Yangtze River Delta, the Guangdong Hong Kong Macao Greater Bay Area, and the county-level areas with conditions in the National Ecological Civilization Pilot Zone have basically achieved full coverage of domestic waste incineration treatment capacity. At the same time, the Yangtze River Economic Belt, the Yellow River Basin, the key cities for the classification of domestic waste, the construction areas of "waste free cities" and the county-level areas with conditions in other regions should build all domestic waste incineration facilities. In county-level areas that do not have the conditions to build incineration treatment facilities, harmless treatment of domestic waste can be achieved through landfill and other means. To establish a sound domestic waste treatment system, on the one hand, it is necessary to guide residents to "throw garbage" scientifically. All localities shall comprehensively consider the natural conditions, climatic characteristics, economic level, living habits, garbage composition and characteristics of the area under their jurisdiction, scientifically establish the domestic garbage classification method in county-level areas that is compatible with the terminal treatment capacity, and provide corresponding domestic garbage distribution facilities. On the other hand, improve the garbage transportation and recycling network according to local conditions. The county-level areas should reasonably arrange and build collection points, collection stations, transit compression stations and other facilities, equip collection vehicles and equipment, and improve the collection and transportation network according to the regional characteristics, economic transportation radius, garbage collection and transportation needs and other factors. In view of the shortcomings existing in the current domestic waste incineration, the opinion is clear that it is necessary to promote the construction of facilities scientifically and rationally.
