Continue to strengthen international cooperation in pursuit of fugitives and stolen goods

2022-12-12

December 9 this year is the 19th International Anti Corruption Day. The Joint Statement of the People's Republic of China and the Kingdom of Saudi Arabia issued on the same day clearly stated that "the two sides agreed to strengthen international cooperation to combat all forms of transnational corruption crimes, and are willing to achieve common goals, including establishing the principle of transparency and integrity, strengthening effective exchanges and cooperation between the anti-corruption agencies of the two countries, making good use of the G20 High Principles of Anti Corruption, Recovery of Fugitive and Recovery of Stolen Money in the investigation of corruption cases, recovery of fugitives and recovery of stolen goods, and The Riyadh Initiative for Strengthening International Anti Corruption Law Enforcement Cooperation and other contents once again demonstrate China's firm will and determination to work with the international community to further promote anti-corruption cooperation. Corruption is a common problem facing human society, and anti-corruption is where justice lies and the trend of the times. The 17th G20 Summit and the 29th APEC Informal Leaders' Meeting reached important consensus on strengthening anti-corruption cooperation. "Jointly fight against cross-border corruption and refuse to provide safe haven for corrupt elements and their illegal property" has become more popular, and has constantly achieved practical results. As one of the first countries to sign and ratify the United Nations Convention against Corruption, China has always fulfilled its commitment to implement the Convention with zero tolerance. In the past five years, "Skynet Operation" has recovered 7089 fugitives, 35.24 billion yuan of stolen money, and 61 "100 Hong Tong personnel" have been brought to justice. With its practical actions, China has set an example of anti-corruption in the world, effectively occupied the international moral commanding heights, and won widespread praise from the international community. New journey, start again. At the 20th National Congress of the Communist Party of China (CPC), a major deployment was made to deepen international cooperation against corruption and build an integrated mechanism for pursuing fugitives, preventing fugitives and recovering stolen goods. We should implement the spirit of the 20th CPC National Congress, strengthen international cooperation, continue to pursue fugitives and stolen goods, lead the trend of international cooperation against corruption, and contribute more Chinese wisdom and Chinese programs to the cause of international anti-corruption. We will resolutely win the protracted war of chasing fugitives and recovering stolen goods. Recently, Qu Jianling, a "Hong Tong" who has fled for 27 years, was arrested and sent back to China, and Xiao Xiudi, a duty suspect who has absconded for 29 years, returned to Shanghai to surrender to the crime, which fully demonstrates our party's clear attitude that if we flee, we will pursue. The pursuit of fugitives and stolen goods is always on the way. Wherever corrupt elements flee, they must be arrested and brought to justice. As long as one person is still at large, the pursuit of fugitives and stolen goods will never be "paid for". At the same time, it should be soberly recognized that many of the current fugitive cases are long time span and few effective clues, many of which are hard to chew. It is necessary to strengthen the overall planning of forces, constantly gather the linkage between the top and bottom
