At the summit, Chen Hesheng took the construction process of China's spallation neutron source as an example to share the important role of the "national weapon" in promoting scientific and technological innovation in the Greater Bay Area. Since opening to the outside world in 2018, China Spallation Neutron Source has completed eight rounds of user experiments, totaling more than 800 topics, and more than 4000 registered users worldwide. It has become a shared key support platform for scientific and technological innovation in the Greater Bay Area, and has made a number of important achievements in new energy materials, aviation materials and other fields. "Planning and deploying the construction of large scientific devices is of great significance for enhancing China's scientific and technological innovation capability and achieving self-reliance in high-level science and technology." Chen Hesheng believes that if Dawan District wants to form a modern scientific and technological innovation system, it must vigorously develop large scientific installations and cutting-edge scientific research, strengthen top-level design, give play to the enthusiasm of local governments, "play a chess game" to promote the construction of large scientific installations, uniformly plan and coordinate the construction of comprehensive national science centers, and truly achieve complementary advantages and strong alliances. The high-quality development of Dawan District is inseparable from high-quality talents. Chen Hesheng said that China's spallation neutron source has gathered and cultivated a high-level team of talents for scientific research, engineering technology, technical support and management, which is also a valuable asset for the future development of Dawan District, just like the large scientific device. Mai Peiran, a professor at the University of Macau and winner of the 2022 "Science Exploration Award", also paid attention to the topic of talents. He shared his practice of cultivating integrated circuit talents in Macao. "I am a scientific and technological worker in the Dawan District." He said that he was engaged in talent training and innovative technology research in Macao, and he deeply felt that at present, talents are the most scarce in this field. Due to the high requirements for equipment investment in chip design, many colleges and universities do not have the teaching conditions. He suggested that through strong cloud technology support, more universities and more students can complete their teaching in the cloud, greatly reducing the threshold of college investment and young people's learning. Innovation requires the openness and sharing of innovation resources by the government, industry, university and research institutes, which is a hot topic among experts at the meeting.
