Guidelines for the Construction of Children Friendly Space in New Residential Areas, which should not be less than 100 square meters

The National Development and Reform Commission, the Ministry of Housing and Urban Rural Development and the Office of the Women and Children's Working Committee of the State Council jointly issued the Guidelines for the Construction of Urban Children Friendly Spaces (Trial) (hereinafter referred to as the Guidelines). The Guidelines propose that the basic principles for the construction of urban child friendly space are "children first, inclusive and fair", "safe, healthy, natural interest", "adapting measures to local conditions, exploring and innovating", which should be promoted at the three levels of city, block and community. The key work includes the childlike transformation of public service facilities, road spaces, parks and green spaces, and the construction of extracurricular activities and recreation facilities. According to the Guidelines, top-level design should be strengthened at the urban level to comprehensively build a child friendly space system, including building a public service facility system that cares for children's growth, creating a natural and interesting open space system, building a road traffic system suitable for children's travel, and building a safe growth environment for children. The block level is connected with the 15 minute walking range, connecting with the urban street management service range, focusing on improving children's public service facilities, activity venues, slow traffic system, etc., to build a child friendly block space. Among them, the balanced and complete children's service facilities include primary and secondary schools, community health service centers, children's activity centers, extracurricular activities, etc. The community level is connected with the 5-10 minute walking range, connects with the urban community management service range, and gives priority to the allocation of service facilities, playgrounds and walking paths that meet the daily needs of infants and preschool children to meet the children's daily basic life and growth and development needs. According to the Guidelines, children's playgrounds shall be added in combination with parks and pocket parks, and recreation facilities such as sand pits, shallow pools, slides and micro terrain shall be provided. The area of children's playground in the new residential area should not be less than 100 square meters. The newly-built community should build a multi-functional sports ground of no less than 800 square meters, which can be equipped with sports facilities such as basketball, volleyball, football, baseball and softball fields suitable for children to participate in. The Guidelines propose to encourage conditional places to explore first, carry out pilot work of child friendly space construction, and explore the working mechanism, mode, policy and system of child friendly space construction. In combination with the establishment and improvement of the urban physical examination evaluation mechanism of "one physical examination every year, one evaluation every five years", the construction evaluation and feedback mechanism of child friendly spaces such as child friendly cities, child friendly neighborhoods, and child friendly communities will be established.
