On November 28, the 4th World Science and Technology and Development Forum - Open Science and Open Source Innovation and Development Forum with the theme of "Practice Open Science and Enable High Quality Development" was held in Chengdu Tianfu International Conference Center in the form of online and offline. The forum was hosted by the China Association for Science and Technology, the Chinese Academy of Sciences, the Chinese Academy of Engineering and the People's Government of Sichuan Province. Zhang Yuzhuo, Secretary of the Party Leadership Group of the Chinese Association for Science and Technology, Vice Chairman in charge of daily work and First Secretary of the Secretariat, Ni Guangnan, Honorary Chairman of the "Science and Technology Innovation China" Open Source Innovation Consortium and academician of the CAE Member, delivered speeches respectively. Yang Wei, a professor of Zhejiang University and an academician of the CAS Member, Du Jiangfeng, a member of the Standing Committee and Vice President of the Party Committee of the University of Science and Technology of China, and an academician of the CAS Member, Mao Dafu, secretary and vice chairman of the Party Leadership Group of the Sichuan Association for Science and Technology, Chen Feng, vice president and member of the Party Leadership Group of the Chengdu Branch of the Chinese Academy of Sciences, attended the meeting. Zhang Yuzhuo said that open science and open source innovation are in line with the law of scientific and technological innovation, and show the trend of scientific and technological development, which is increasingly recognized by the world. The report of the 20th National Congress of the Communist Party of China made a systematic deployment for building an international scientific research environment and an open and innovative ecosystem. The purpose of this forum is to promote scientific and cultural exchanges, build a high-end open cooperation platform, gather more open consensus, and actively respond to multiple risks and challenges in the current scientific and technological development by pooling global wisdom, promoting innovation ideas, and building a high-end open cooperation platform. The China Association for Science and Technology will, as always, play a good role as a bridge and link to jointly promote open science and help open source innovation with international colleagues. Zhang Yuzhuo suggested that the first is to prosper basic science. We should strengthen the orientation of originality, create a relaxed environment, encourage free exploration, breed new fields and new tracks, carry forward the spirit of scientists, plant fertile soil for innovation, and promote more revolutionary research, disruptive innovation, and landmark achievements. Second, expand open space. Build an open science cooperation alliance, sign an open data exchange agreement, build a global open big data platform, maximize the openness and visibility of scientific publications, scientific data, open source software, source code and other scientific research achievements, and maximize the value of scientific research achievements. Third, jointly build an open platform. We will improve scientific and technological social organizations that have more pivotal functions, promote pluralistic collaboration, actively expand open scientific cooperation channels, cultivate the brand of "open science exchange" academic conferences, and create an open science platform with international influence. Academician Ni Guangnan said in his speech that we should vigorously promote the opening of the whole process of scientific research, strengthen the basic theoretical research of open science, focus on the analysis of the open path of the whole process of scientific research, and constantly play the role of stakeholders. We need to develop a feasible strategic plan for open science, carry out popular science education on open science to the whole society, and also strengthen open access and open source software promotion. We should encourage more open science and open source innovation flexible organizations similar to the "Science and Innovation China" open source innovation consortium to activate the open science ecology. Academician Yang Wei made a keynote report, systematically discussed China's open science roadmap and supporting policy system from five aspects: research framework, research proposition, theoretical model and roadmap planning, open science maturity indicator system, and development policy comparison, and put forward specific plans and suggestions for funding open access data services.
