Recently, the Department of Natural Resources of Guangdong Province has revised and improved the management system of index transaction of supplementary cultivated land in Guangdong Province in combination with the actual work of farmland protection in the province, and formulated and issued the Administrative Measures of Guangdong Province on Index Transaction of Supplementary Cultivated Land (hereinafter referred to as the Administrative Measures). This measure has been officially implemented since November 17. The reporter learned from the Provincial Department of Natural Resources that in 2012, Guangdong issued the Interim Measures of Guangdong Province on the Management of Farmland Reserve Index Trading (hereinafter referred to as the "original measures"). In recent years, the state has further tightened the balance management of farmland occupation and compensation, and the indicator supply situation of the province has changed greatly. The original transaction management mode can no longer fully meet the new requirements under the new situation. In view of the problem that the provincial and municipal trading platforms and their management caliber are not unified and standardized, the Administrative Measures adjusted the hierarchical trading mode of the provincial and municipal platforms in the original measures to the unified trading on the provincial trading platform, and made it clear that Guangdong Public Resources Trading Center, as a trading service agency, is responsible for building and managing a unified online trading platform across the province. At the same time, in view of the problem that the provincial supervision and management of non cross city transactions is not comprehensive, the provincial level only supervises cross city open transactions in the original method, which is adjusted to include all provincial, municipal and county public transactions and the behaviors of supplementary cultivated land indicators for agreement transfer into the scope of supervision, and uniformly define the subject, procedures and rules of transaction implementation. In view of the problem that whether the non cross city transaction mode is open is not clear, the Administrative Measures, in accordance with the principle of "open transaction as the principle and agreement transfer as the exception", specify the indicators of supplementary cultivated land needed to guarantee the construction projects with separate site selection at the provincial and municipal levels, can be traded through agreement transfer mode, highlighting the support and guarantee for the implementation of the balance between occupation and compensation of cultivated land for major construction projects with strong public welfare and involving many cities and counties. In view of the problem that only the buyer is allowed to issue transaction announcement, which does not adapt to the new situation that the index of supplementary cultivated land in our province has changed from "supply exceeds demand" to "supply exceeds demand", the Administrative Measures clearly specify that both parties to the transaction can entrust the transaction service agency to issue transaction announcement according to the needs of purchasing and selling indicators. In terms of improving the efficiency of indicator trading, the Administrative Measures also shortened the announcement time of public trading from 20 days to 10 working days, and the publicity time from 5 working days to 3 working days. The signing process of the transaction confirmation was canceled, the post examination of the qualification of the trading implementation subject was changed to the pre examination, and the time required for public trading was reduced from more than one month to 17 working days. In addition, the Provincial Department of Natural Resources also revised the Guangdong Supplementary Cultivated Land Index Trading Rules, which was formally implemented together with the Guangdong Supplementary Cultivated Land Index Trading Management Measures on November 17.
