Li Keqiang Attends the 17th East Asia Summit

2022-11-14

On the morning of November 13 local time, Premier Li Keqiang attended the 17th East Asia Summit in Phnom Penh, Cambodia. Leaders of ASEAN countries, President Yin Xiyue of South Korea, President Biden of the United States, Prime Minister Takeo Kisada of Japan, Prime Minister Albanese of Australia, Prime Minister Aden of New Zealand, Vice President Dankar of India, Foreign Minister Lavrov of Russia and others attended the meeting. Prime Minister Hun Sen of Cambodia chaired the meeting. Li Keqiang said that the current international and regional situation is complex, and challenges to energy, food and financial risks keep rising. At the same time, the region has generally maintained peace and stability, and regional economic integration has continued to advance, forming a stable industrial chain supply chain system. The voice of the people of the region for peace and development is stronger. Countries in the region should adhere to mutual respect, deepen mutually beneficial cooperation and work together to address risks and challenges. Li Keqiang proposed three initiatives: First, adhere to strategic dialogue and carry out constructive interaction. As a strategic forum led by leaders, the Summit should become a platform for dialogue, and be committed to promoting dialogue and consultation among countries in the region, enhancing mutual trust, and properly addressing differences. It should not be decoupled, let alone headed for confrontation. China is willing to work with all parties to create a favorable atmosphere for expanding and deepening practical cooperation and jointly consolidate the cornerstone of lasting peace and stability in East Asia. Second, adhere to mutually beneficial cooperation and work together to address risks and challenges. Adhere to the correct direction of economic globalization, adhere to trade and investment liberalization and facilitation, implement the regional comprehensive economic partnership agreement, maintain the safety, stability and smoothness of the industrial chain supply chain, and constantly promote the process of regional economic integration. We will safeguard energy and food security, jointly address climate change and ecological environment challenges, and promote regional sustainable development. Third, adhere to the central position of ASEAN and build an inclusive regional architecture. The ASEAN led East Asia cooperation framework is inclusive of the interests of all parties and in line with regional realities. This structure can be continuously optimized and improved according to changes in the situation, but the central position of ASEAN as the foundation cannot be shaken. All parties should support ASEAN's leading position in East Asia cooperation. China supports the maintenance of ASEAN solidarity and cooperation, and the international community should create a good external environment for this. Li Keqiang expressed that safeguarding freedom of navigation in the South China Sea is in the common interests of all parties. As the largest trade country in goods, 60% of China's trade passes through the South China Sea. China advocates maintaining peace, stability and smooth navigation in the South China Sea. China is willing to accelerate consultations on the "Code of Conduct in the South China Sea" in accordance with the spirit of the Declaration on the Conduct of Parties in the South China Sea, which has been signed for 20 years, and the principles of international law, including the United Nations Convention on the Law of the Sea, and in accordance with the principle of consensus. Support regional countries to build the South China Sea into a sea of peace, friendship and cooperation. Li Keqiang stressed that China's achievements in economic and social development over the past 40 years of reform and opening up benefited from a peaceful external environment and a stable regional environment, which is in the fundamental interests of China. China firmly pursues an independent foreign policy of peace, adheres to the path of peaceful development, firmly pursues a mutually beneficial and win-win strategy of opening up, provides opportunities for the development of all countries in the world with its own development, and is willing to work with all parties to strengthen dialogue and cooperation, build a beautiful homeland in East Asia, and jointly safeguard
