By the end of 2021, the number of small, medium-sized and micro enterprises in China will reach 48 million, and the annual operating income of industrial small and medium-sized enterprises above designated size will exceed 75 trillion yuan. The survey data shows that in 2021, the profit margin of "small giant" enterprises specializing in specialty, specialty and innovation will be 10.6%, 4.4 percentage points higher than that of small and medium-sized industrial enterprises above designated size. Among the "small giant" enterprises specializing in special and new technologies, more than 60% are deeply involved in industrial basic fields, and more than 90% have become supporting facilities for well-known enterprises at home and abroad, including more than 400 "supporting experts" in aviation, aerospace and other fields. China has established and improved a service system for coordinated action of government public services, market-oriented services and public welfare services, built 1077 SME development promotion centers above the county level, more than 3800 SME public service demonstration platforms above the provincial level, cultivated and encouraged more than 700 national SME public service demonstration platforms to provide technical innovation, listing guidance, innovation achievements transformation, digital empowerment Intellectual property application, industrial design, energy-saving diagnosis and other services. It is understood that during the "Fourteenth Five Year Plan" period, relevant departments will implement the gradient cultivation plan for high-quality small and medium-sized enterprises, deeply carry out the "joint action" of financing and innovation of large and medium-sized enterprises, implement the project of promoting the intellectual property strategy of small and medium-sized enterprises, and support specialized and new enterprises to participate in the manufacturing industry to strengthen the chain, supplement the chain and stabilize the chain; It is planned to cultivate millions of innovative small and medium-sized enterprises, 100000 specialized and special new small and medium-sized enterprises, 10000 specialized and special new "little giant" enterprises, and 1000 single champion enterprises in manufacturing industry, so as to promote the specialized and special new development of small and medium-sized enterprises.
