Promoting the development of the Guangdong Hong Kong Macao Greater Bay Area is one of the important goals of the national strategic development in the new era. "Talents are the first resource". The establishment and development of the collaborative innovation mechanism of talent introduction and education is of great significance for optimizing the governance system of the Great Bay Area, improving the governance efficiency, and further enhancing the overall competitiveness of the Great Bay Area. The Outline of the Development Plan for the Guangdong Hong Kong Macao Greater Bay Area (hereinafter referred to as the Outline) clearly proposes to "build a highland of education and talents". In order to form a good talent atmosphere of "coming from afar and pleasing to those near", Dawan District must break through the existing administrative division barriers and realize the trinity of talent flow and collaborative innovation mechanism of talent introduction, talent retention and talent cultivation. Compared with other famous bay areas in the world, Dawan District has a unique talent synergy advantage and foundation. It has more abundant land resources and a larger population resource reserve, which is the unique advantage of talent introduction in Dawan District. Governments at all levels also attach great importance to talent collaboration.
