The deadline for feedback on the draft is December 1, 2022. On the basis of national road test and demonstration application of ICV, the Ministry of Industry and Information Technology and the Ministry of Public Security will select qualified road motor vehicle manufacturers and ICV products with automatic driving function that are qualified for mass production to carry out access pilot; For the ICV products that have passed the access pilot, the road traffic pilot will be carried out in the limited public road areas of the pilot cities. The above notice clearly states that the automatic driving function carried by ICV refers to the level 3 driving automation (conditional automatic driving) and level 4 driving automation (highly automatic driving) functions defined in the national standard Classification of Driving Automation. The pilot cities shall have the corresponding local laws and regulations or management policies, organization and coordination mechanisms and other policy guarantee conditions; Necessary infrastructure conditions such as public roads, transportation infrastructure, communication infrastructure and high-precision maps that meet certain conditions shall be met. The traffic facilities of pilot roads shall meet the requirements of national laws, regulations and technical standards. In addition, it has a good foundation for road test and demonstration application of intelligent connected vehicles, a provincial or municipal level intelligent connected vehicle safety monitoring platform, vehicle network security and data security management capabilities, potential safety hazards and emergency response capabilities and other security management conditions. In terms of pilot automobile production enterprises, the notice highlighted the word "safety" and clearly pointed out that the pilot enterprises should have the ability to ensure the safety of automobile functions, expected functions, network security, data security, software upgrading, risks and emergencies; It has an enterprise platform for safety monitoring service of intelligent networked automobile products, which can monitor the safety status of pilot vehicles and establish a reporting mechanism; It has a user notification mechanism.
