Building a "double qualified" team and strengthening the foundation of vocational education

Recently, the Ministry of Education issued the Notice on Further Strengthening the Construction of Teachers' Teaching Innovation Teams in National Vocational Colleges, requiring vocational schools all over the country to focus on building a group of innovative teams with moral and technical integrity, innovation and cooperation, and reasonable structure, accelerate the high-quality development of vocational education and "double qualified" teachers, and provide strong teachers' support for comprehensively improving the training quality of compound technical talents. It is specified that the proportion of "double qualified" teachers shall not be less than 50%, the practice time of teachers in enterprises shall not be less than 1 month each year, and the professional skill grade standard shall be included in the professional curriculum teaching. The report of the 20th National Congress of the Communist Party of China pointed out that the coordinated innovation of vocational education, higher education and continuing education should be coordinated to promote the integration of vocational education, industry and education, science and education, and optimize the positioning of vocational education types. Strengthening the construction of vocational education "double qualified" teachers is an important measure to optimize the orientation of vocational education type, improve the quality of vocational education, and cultivate high-quality skilled personnel. The goal of "double qualified" teachers accounting for no less than 50% has provided impetus for increasing vocational education investment and reforming the relevant assessment and evaluation system of vocational colleges. The so-called "double teachers" is the abbreviation of "teachers+technicians (engineers, accountants, lawyers, etc.)". Vocational education teachers are required to understand theoretical knowledge, master professional skills, and have corresponding vocational qualification certificates or intermediate and above technical posts. It is necessary to run vocational education well and build a "double qualified" team. Vocational colleges and universities should adhere to the orientation of vocational education, and at the same time ensure the educational investment in building a "double qualified" teaching team. Because the "double teachers" have higher requirements for teachers, and vocational education should promote the integration of production and teaching and organize students to practice, the investment in vocational education should be higher than that in general education. Worldwide, developed countries invest about three times as much in vocational education as in general education. The new vocational education law, implemented on May 1 this year, defines vocational education as a type of education that develops equally with general education. To build vocational education into a type of education with distinctive characteristics, it is necessary to improve the quality of vocational education, ensure the investment in vocational education, effectively promote the construction of a "double qualified" teaching team and a high-quality skills curriculum system for vocational education, reform the evaluation of vocational colleges, and pay attention to the process of vocational education.
