"When I got into the garage, I lost contact, and my mobile phone became a brick! Last time, my old mother and her grandson were walking in the garage, and they had a heart attack. My mobile phone didn't have a signal, and there was almost an accident!" One day in November 2021, a passenger's complaint on the bus caught my attention. The mobile phone has no signal in the underground garage? Residents can't ask for help in case of emergency? This is a public security issue that the public interest litigation procurator is concerned about. No investigation, no right to speak. On the same day, I started with my colleagues to see if this problem is common. I asked 13 colleagues and learned that there was no mobile phone signal in the garages of 7 communities, that there was a mobile phone signal from an individual telecom provider in 4 communities, and that the mobile phone signals in 2 communities were all covered. Then we used more than 20 days to randomly visit the underground garages of 17 residential areas. It was scary all the way. There are three underground garages in a residential area, and the garages on the second and third floors are completely isolated from the world. Mobile phones can not receive communication signals from any communication provider. A resident said with lingering fear: "Every time I enter the garage, I feel nervous. My daughter was followed by others last time, and I can't make phone calls. I'm scared to death! Now I have to answer her every night shift." How to solve the problem? The Regulations of the People's Republic of China on Telecommunications stipulates that telecommunications pipelines and wiring facilities in buildings and telecommunications pipelines within the scope of construction project land shall be included in the design documents of the construction project, and shall be constructed and accepted together with the construction project. The underground garage is an integral part of the building. Mobile phone signal coverage has both practical needs and legal basis. On April 28 this year, our hospital issued two procuratorial suggestions according to law, one suggested that the industry and information technology department take the lead in solving the problem of mobile phone signal coverage in the underground garage of the existing residential area, and the other suggested that the housing construction department incorporate the mobile phone signal coverage in the underground garage into the acceptance project of the new residential area, so as to solve the problem institutionally. Prosecutorial recommendations were issued, but progress was slow. One day late in solving the problem, the masses will be in more danger. While we are well prepared to file an administrative public interest lawsuit, we submitted a special report to the District Political and Legal Affairs Committee according to the actual situation, hoping to rely on the comprehensive governance function of the Party Committee to promote the problem solving. On August 15, the main leaders of the Political and Legal Affairs Commission of the Laoshan District Committee convened a promotion meeting with 17 relevant units, requiring the industry and information sector to complete the pilot within two weeks, and form a comprehensive solution to the problem on the basis of the pilot; The housing construction department is required to sort out the building acceptance process and include the mobile phone signal coverage in the acceptance list. On September 27, the first pilot community was rectified in the way of "the tower company laid the basic line uniformly, and each communication company added their own equipment". More than 800 households and 3000 residents said goodbye to the curse of mobile phones changing into "bricks" in the underground garage. At present, the special governance of the whole region is gradually being pushed forward, and procuratorial colleagues in many provinces and cities have also called to "learn from". Promoting social governance in case handling is the value of public interest litigation.
