Hou Zhenxing introduced that the main framework of the national comprehensive three-dimensional transportation network is the main channel of China's transportation network, the main axis of land space development, and the aorta of the national economic cycle. Accelerating the construction of the main framework is an important task to implement the Outline of Building a Transportation Powerful Country and the Outline of the National Comprehensive Three dimensional Transportation Network Planning, and is an important starting point to accelerate the construction of a transportation power. "At present, the spatial pattern of the main framework has been basically formed, but there are still problems such as imperfect network, unreasonable structure, insufficient capacity of some channels, lack of overall planning and construction, and low development quality." Hou Zhenxing said that in order to further strengthen the policy guidance on the construction of the main framework, the Opinions came into being. It is reported that the Opinions clearly put forward that by 2025, the utilization rate of main skeleton capacity will be significantly improved, and the mileage of physical line network will reach about 260000 km; By 2030, the main framework will be basically completed, and the physical line network mileage will reach about 280000 km; By 2035, the main framework will be fully completed, laying a solid foundation for building a transportation power. In addition, the Opinions also put forward the key tasks of accelerating the construction of the main framework from 10 aspects, including improving the network layout, accelerating the construction of the main axis, strengthening the construction of corridors, and promoting the construction of channels. At the same time, the requirements are put forward in six aspects, including strengthening construction coordination, paying attention to resource planning, paying close attention to preliminary work, reasonable selection of standards, strengthening technical breakthrough, and improving technical specifications. Pay attention to the coordination among railway, highway, water transport and civil aviation transport modes, and emphasize the improvement of network layout and network benefits.
