Article 1 of the Measures for Supporting the Development of the Financial Industry in Hengqin Guangdong Macao Deep Cooperation Zone, the normative document of the Financial Development Bureau of the Executive Committee, No. 03/2022 dated October 25, 2022, was formulated to implement the General Plan for the Construction of Hengqin Guangdong Macao Deep Cooperation Zone (hereinafter referred to as the Overall Plan) issued by the CPC Central Committee and the State Council, These Measures are formulated in the light of the actual situation of the cooperation zone, giving full play to the positive role of the Hengqin Guangdong Macao Deep Cooperation Zone (hereinafter referred to as the cooperation zone) as a new platform for promoting the moderately diversified economic development of the Macao Special Administrative Region (hereinafter referred to as the Macao SAR), encouraging high-quality financial enterprises to gather in the cooperation zone for innovative development, deepening the integration of Qin, Macao and gold. Article 2 The definition is applicable to the provisions of these Measures. The following terms are defined as: (1) "Substantial operation" refers to the fact that the actual management organization of an enterprise is located in the cooperative zone and exercises substantial management and control over the production and operation, personnel, accounting, property, etc. of the enterprise; （2） "Australian funded enterprise" refers to the investor who shall be a resident of Macao SAR or a legal person organization/non legal person professional service institution legally established in Macao SAR, and the total shareholding ratio shall not be less than 25%; （3） "Economic contribution" refers to the total amount of direct economic contribution (excluding corporate income tax, individual income tax, value added tax generated by withholding, and corporate income tax, value added tax generated by the purchase of land in the cooperation zone and the sale or lease of new immovable property on the land purchased) from the annual income and value-added income of enterprises calculated after final settlement in the cooperation zone every year, The annual economic contribution of the enterprise shall be calculated according to the corresponding period; （4） "Operating income" includes the main business income and other business income of the enterprise in the cooperative zone, which shall be subject to the audit report issued by a third party (excluding the business income generated by the enterprise from the sale or lease of new real estate purchased by the enterprise in the cooperative zone); （5） "Total profit" includes the main business profit, other business profit and net non operating income and expenditure of the enterprise in the cooperative zone. The audit report issued by the third party shall prevail (excluding the business profits generated by the enterprise from the sale or lease of new real estate purchased by the cooperative zone and the profits generated from government subsidies); （6） "Total local economic contribution" refers to the part of economic contribution retained in the cooperation zone; （7） The terms "above", "no more than", "no less than" and "maximum" as mentioned in the Measures include this figure; （8） The currency of the amounts referred to in these Measures shall be RMB unless otherwise specified.
