Second, the overall pattern of comprehensive rule of law has basically taken shape. We formulated a plan for building a rule of law China, an implementation outline for building a rule of law government, and an implementation outline for building a rule of law society. The top-level design for comprehensively governing the country according to law has been constantly improved, and the system, integrity, and coordination have been constantly enhanced. Third, the construction of the socialist legal system with Chinese characteristics has been accelerated. By the end of September this year, there were 293 currently effective laws, 598 administrative regulations and more than 13000 local regulations. Fourth, significant progress has been made in the reform of the judicial system. 85% of the human resources of the judiciary were concentrated in the front line of handling cases, and the rate of closing cases increased by 18%. Fifth, social equity, justice and the rule of law are more firmly guaranteed. The mechanism for ensuring equality before the law has been constantly improved, the protection of human rights under the rule of law has been significantly strengthened, and the level of strict, standardized, fair and civilized law enforcement has been constantly improved. He said that, in the next step, China should focus on four things to build a higher level of rule of law: improving the socialist legal system with Chinese characteristics with the Constitution as the core; We will fully implement the list of government powers and responsibilities and the benchmark system of administrative discretion, strengthen the law enforcement supervision system and capacity building, and set rules and boundaries for administrative power by using governance; Strictly and impartially administer justice, and improve the system and mechanism of mutual coordination and restriction of investigative power, procuratorial power, judicial power and executive power; We will accelerate the building of a law based society, improve the modern public legal service system, and thoroughly implement the Eighth Five Year Plan for Law Popularization.
