It has created a good atmosphere of respecting and abiding by the system, promoted all aspects of the system to become more mature and stereotyped, and formed the unique advantages of the rule of the Communist Party of China and the rule of China. The system is fundamental, overall, stable and long-term. It points out the direction of progress and provides fundamental compliance for strengthening the construction of intra party laws and regulations in the new era. In the past ten years, a series of decisions and arrangements on strengthening the construction of laws and regulations within the Party have been made, based on reality, with a long-term perspective, linked and promoted in echelon. In November 2013, the Third Plenary Session of the 18th CPC Central Committee proposed to deepen the reform of the party building system around improving the level of scientific, democratic and legal governance. In the same month, the five-year plan outline for the formulation of the Central Party's internal laws and regulations, the first in the history of the Party, was printed and issued. The outline clearly stated that, after five years of efforts, efforts should be made to basically form a framework of the internal laws and regulations system covering the main areas of Party building and Party work and meeting the needs of governing the Party. In October 2014, the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China (CPC) incorporated "forming a sound intra party legal system" into the overall goal of comprehensively promoting the rule of law, and made a clear plan to strengthen the construction of intra party legal systems. In October 2015, the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China emphasized that we should use the rule of law thinking and the rule of law to promote development, and comprehensively improve the ability and level of the Party to govern the country and government in accordance with the Constitution and laws, and to govern the Party and the Party in accordance with intra party laws and regulations. twenty
