China supports the United Nations and the African Union to enhance cooperation

Dai Bing, China's Deputy Permanent Representative to the United Nations, said on the 11th that China welcomes and supports the United Nations and the African Union to further enhance cooperation and better promote peace and development in Africa. In his speech at the open meeting of the Security Council entitled "Cooperation between the United Nations and the African Union", Dai Bing said that China supports greater cooperation between the United Nations and the African Union in maintaining peace and security in Africa, enhancing African capacity building, promoting sustainable development in Africa and promoting international governance reform. Dai Bing said that the traditional hotspot issues in Africa are heating up, and the challenges of terrorist activities, arms trafficking, maritime security, public health and so on are increasing. The United Nations, the African Union and regional countries need to work together to address them. United Nations peacekeeping operations should devote resources and strength to the areas that the countries concerned need and the local people expect. China supports more Africans to serve as special representatives of the Secretary General on African hotspot issues, and the Security Council should also support more African members to serve as writers on African issues. Dai Bing said that the Security Council held an open debate on African capacity building in August this year and issued a presidential statement. The members of the Council and the international community should jointly implement the outcome of the meeting and provide more practical help for African capacity building. The United Nations and the African Union should continue to take capacity-building as a pillar of cooperation and support the African Union in strengthening its capabilities in conflict early warning, prevention, mediation and preventive diplomacy. Relevant United Nations agencies, peacekeeping missions and resident coordinators should, in accordance with their respective mandates, support capacity-building in Africa and strive for joint efforts. Dai Bing said that during the high-level week of the current session of the UN General Assembly, China and African countries jointly held a ministerial meeting of the "Friends Group of Global Development Initiatives", which announced seven practical measures of China. China is willing to work with African countries to promote relevant measures to bear fruit as soon as possible and create more resources and conditions for the sustainable development of African countries. Dai Bing said that the United Nations should take systematic measures to enhance Africa's voice in the international governance system and further reflect Africa's needs and interests in rule making, resource allocation and other aspects. The international community, especially developed countries and international financial institutions, should fulfill their due responsibilities in development assistance, technology transfer and other aspects, and should not reduce their attention and input to Africa because of other issues. Countries should adhere to openness, inclusiveness, mutual benefit and win-win cooperation with Africa. They should not interfere in the internal affairs of African countries, let alone force African countries to choose sides. Dai Bing said that no matter how the international situation changes, China will always stand together with African countries and the United Nations to contribute more to achieving lasting peace and common development in Africa.
