In order to further mobilize and stimulate the enthusiasm, initiative and creativity of officers in all aspects of entrepreneurship, reform and innovation, and promote the formation of a good situation of overcoming difficulties and striving to be the first, the General Office of the State Council recently issued a circular praising the 60 typical experiences and practices found in the ninth major inspection of the State Council. The circular pointed out that in order to further promote the deployment of the Central Economic Work Conference and the key tasks identified in the Government Work Report, as well as the implementation of a package of policies and measures to stabilize the economy and follow-up policies and measures, the State Council deployed and carried out the ninth major inspection. We will maintain overall stability in economic and social development. There are 60 typical experiences and practices praised in this circular, involving 19 provinces (autonomous regions, municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps. ——In terms of stable growth, the Inner Mongolia Autonomous Region has taken multiple measures to promote energy supply and accelerate the adjustment of energy structure. Heilongjiang Province has actively cultivated new and high-tech enterprises to speed up the growth and revitalization of new drivers of development. Jiangsu Province has focused on stable growth to promote development and played a "combination punch" to ensure resource elements. Luohe City, Henan Province, has boosted private enterprises to expand investment and strengthen vitality. Hubei Province has made every effort to focus on projects to promote stable investment growth, Qinzhou City, Guangxi Zhuang Autonomous Region, has consolidated the foundation of industrial development through the innovation model. Shaanxi Province has implemented the zero base budget reform to better concentrate its financial resources on major events. Qingyang City, Gansu Province, has made every effort to build a big data industrial cluster of "counting from the east to the west". Xining City, Qinghai Province, has "two wheel drive" to help stabilize the economic market. Xinjiang Uygur Autonomous Region has highlighted the "four focuses" to go all out to stabilize growth. ——In terms of stabilizing market entities, Yangquan City, Shanxi Province, innovatively applied the "one account clearing" working method to promote accurate tax rebate and bonus for enterprises, Inner Mongolia Autonomous Region implemented the "whole chain coordination" policy of tax rebate, tax reduction and fee reduction to help stabilize enterprises, Shanghai City explored to create a new model of "governing tax by numbers" to optimize service for enterprises, and Xiamen City, Fujian Province implemented "fiscal policy+financial tools" to ease the difficulty of enterprise liquidity, Hunan Province's "ten thousand cadres and ten thousand enterprises" normally solved the problems and provided excellent services to promote development. Shannan City, Tibet Autonomous Region, insisted on "refunding, derating and slowing down" to help high-quality economic development. Shaanxi Province introduced the "tax steward" service to ensure that the implementation of the tax rebate policy was refined. Wujiaqu City, the sixth division of the Xinjiang Production and Construction Corps, promoted the improvement of quality, expansion and efficiency of market players. ——In terms of stabilizing employment and ensuring people's livelihood, Luliang City, Shanxi Province, has created a characteristic labor service brand of "Luliang Mountain Care Workers" to help rural revitalization. Both the supply and demand sides of Hebi City, Henan Province, have made efforts to solve the "employment difficulties" and "employment shortage". Jingzhou City, Hubei Province, has strengthened the construction of labor service brand to create a "golden card" for employment.
