On the 13th of the 51st session of the United Nations Human Rights Council, a general debate was held on the report of the Acting United Nations High Commissioner for Human Rights. Chen Xu, the Permanent Representative of China to the United Nations Office at Geneva and other international organizations in Switzerland, made a joint statement on behalf of more than 30 countries, calling on the United Nations High Commissioner for Human Rights to pay more attention to and invest in economic, social and cultural rights, the right to development and the right to health, and to respect the human rights development path independently chosen by countries in accordance with their national conditions. The joint statement pointed out that the current outbreak of New Coronary Pneumonia has been delayed and repeated, which has had a serious impact on the economic and social development of developing countries. The epidemic has revealed that multilateral human rights institutions have long been seriously underinvested in economic, social and cultural rights, the right to development and the right to health. We call on the Office of the High Commissioner to pay more attention to and invest in economic, social and cultural rights, the right to development and the right to health, take the elimination of inequality as the core work, and help countries, especially developing countries, overcome the challenges of the epidemic and achieve sustainable economic and social development. It is hoped that the Office of the High Commissioner will actively provide human rights technical assistance, especially to help developing countries strengthen their human rights capacity building, on the basis of obtaining the consent of the countries concerned. The joint statement pointed out that the Human Rights Council should become a platform for constructive dialogue and cooperation among all parties. All parties should avoid politicization and double standards in the Human Rights Council. OHCHR should uphold the principles of impartiality, objectivity, non selectivity and non politicization, and respect the human rights development path independently chosen by countries in accordance with their national conditions. Mutual trust and respect are key to ensuring successful cooperation between OHCHR and Member States. To that end, OHCHR should consult closely with Member States, including respecting the authoritative information provided by Governments. (Liu Xinshe)
