The notice proposed that the phased reduction of price subsidies is the starting condition of the linkage mechanism. The year-on-year increase of CPI in a single month in the starting conditions was adjusted to 3.0% in stages, while the starting conditions for the year-on-year increase of food prices in CPI to reach 6% remained unchanged. If any condition is met, the price subsidy linkage mechanism will be started. The implementation period is from September 2022 to March 2023. Where the current start-up conditions have been properly reduced, the start-up conditions can be further reduced in stages according to the local actual conditions, and the start-up conditions shall not be increased. The Circular clarifies the channels for ensuring the increase of funds, and proposes that the increase of funds that include the marginal population with minimum living allowances into the scope of protection and reduce the starting conditions, as well as the increase of funds that reduce the starting conditions for urban and rural minimum living allowances recipients, people in special hardship, special care recipients who enjoy regular state pensions and subsidies, orphans, children who have no one to support in fact, and children infected with AIDS, shall be subsidized by the central government by regions through the relief and subsidy funds for people in difficulty, Among them, the eastern region subsidizes 30%, the central region subsidizes 60%, and the western region subsidizes 80%.
