The UN Security Council adopted the presidential statement on strengthening African capacity building submitted by China

The United Nations Security Council held a meeting on August 31 and unanimously adopted the presidential statement on strengthening African capacity-building drafted by China. This is the first outcome document of the Security Council on African capacity-building and the third time in a row that China has promoted the Security Council to issue a presidential statement on African issues during its rotating presidency of the Security Council. Zhang Jun, permanent representative of China to the United Nations, presided over the meeting. Based on the discussion of the Security Council open debate on "peace and security in Africa: strengthening capacity-building and achieving lasting peace" initiated by China on August 8, the president's statement put forward systematic proposals and suggestions on supporting Africa in strengthening capacity-building, including both conceptual guidance and action plans, as well as measures to address urgent challenges such as the epidemic and long-term solutions. In response to some issues of common concern to African countries, it has put forward clear proposals for action. The president's statement appreciated the progress made by African countries and the African Union (AU) in conflict prevention, peace building and peacekeeping, and economic development. It called for greater support for African capacity-building, comprehensive promotion, national policies, and better targeting in light of the needs of African countries. It stressed the need to respect the autonomy and leadership of African countries. The president's statement welcomed the important development initiatives put forward by Africa and its development partners, and stressed the need to effectively promote implementation and achieve global development. Africa should be supported in promoting infrastructure construction, accelerating industrialization, eradicating poverty and promoting employment. Encourage and support education and vocational training in Africa, increase digital investment, and create a good environment for scientific and technological innovation. More support should be given to Africa in combating the COVID-19 epidemic, and vaccine producing countries, especially developed countries, should be called upon to help Africa obtain vaccines and voluntarily transfer technologies. The president's statement pointed out that Africa should be supported to strengthen food security, and Africa should be encouraged to strengthen capacity building and build a complete industrial system from breeding, planting to processing, storage and logistics through agricultural expert exchanges, the establishment of agricultural demonstration centers, investment in African start-ups, and assistance in the construction of agricultural and transportation infrastructure. We support Africa's response to climate change and call on developed countries to increase investment and provide technology transfer and resource support. The presidential statement pointed out that African countries should be supported to improve the rule of law, consolidate their authority, promote social inclusion and solidarity, and ensure that no one is left behind. Encourage more training opportunities for African law enforcement personnel. The Security Council should review, adjust and cancel the sanctions mechanism in a timely manner according to the development of the situation in the country concerned. The presidential statement encourages the peaceful settlement of disputes through regional mechanisms to achieve common, comprehensive, cooperative and sustainable security. It is emphasized that resources and experience should be provided for disarmament, demobilization and security sector reform. Support the construction of the African standing army and provide targeted capacity-building. We should provide personnel, funds, technology, training and support for African anti piracy efforts, and cooperate in maritime patrols, law enforcement cooperation and anti piracy exercises. The president's statement pointed out that the Security Council should review and adjust the mandates of UN peacekeeping missions in a timely manner to meet the needs and developments of relevant countries. The Secretary General of the United Nations is required to submit a report within one year to assess the performance of the mandates of peacekeeping missions and make recommendations on adjusting the mandates or formulating exit strategies.
