The Commission for Discipline Inspection and supervision of Ledong Li Autonomous County in Hainan Province recently printed and distributed the list of transparent operation of village (community) power, specifying the responsible guidance units and relevant regulations for the operation of various powers in the village (community), and providing action guidance for the honest use of power by village cadres. According to the actual situation at the grass-roots level, the supervision committee of Ledong County Discipline Inspection Commission started the pilot work of creating "clean and honest village houses" at the beginning of this year, with the goal of realizing the "four cleans and one harmony" of clean and honest teams, clear village affairs, clean and honest folk customs, clean and honest culture, and harmonious cadres and masses. By printing and distributing the list of transparent operation of village (community) power and formulating corresponding process diagrams, the operation of village level "small and micro power" will be more standardized and transparent, the broad masses will actively participate in supervision, and the grassroots social governance capacity will be improved. The supervision committee of Ledong County Discipline Inspection Commission urges and guides relevant departments to sort out 44 "small and micro powers" such as village (community) financial expenditure, village level project construction, rural homestead approval, collective land acquisition and collection payment. The 18 common village level affairs handling steps in the list are made into a flow chart to ensure that the rural small and micro powers are included in the list and there are no matters outside the list. The "two committees" of the village put the contents of the list on the wall to ensure the villagers' right to know, participation and supervision. Whether the village cadres use their rights in a standardized way can be seen by the villagers by referring to the list. "We will continue to make dynamic improvement, and track and supervise the disclosure and use of the transparent operation list and flow chart of power in each village (community), so as to promote the sunshine operation of power, the cadres to act according to the chart, and the masses to supervise." The relevant responsible person of Ledong County Discipline Inspection Commission and supervision committee introduced that at present, the county has established and improved the "one point access" and "three capital" supervision and management platforms for the supervision of the power operation of the village (community), integrated the disclosure of the power of small and micro enterprises and the complaints and reports of the masses, played the role of mass supervision, and opened up the peripheral nerve of grass-roots supervision. The supervision committee of Ledong County Discipline Inspection Commission has held several "clean village" work guidance meetings and training this year, and organized Baoqiu village of Baoyou Town, Xili village of Da'an Town, wanglougang community of Liguo Town, Dan village of fro town and other pilot villages (communities) to exchange experiences.
