Learn from the case | the state-owned enterprise "old people's affairs"

"I have failed to live up to the training of the organization and the trust of the leadership. I think I am old, familiar with business and covert. I try to make money to ensure a better life after retirement and put discipline and law aside..." this is what Ren Maoyuan, the former staff member of the General Office of Chongqing Zhongxian branch of China Post (hereinafter referred to as Zhongxian Branch), wrote in his confession. Ren MaoYuan regretted that he had made a mistake in thinking and acted recklessly without authority. He became a prisoner step by step from the leader of the unit and the most trusted person of the employees. In 1958, Ren MaoYuan was born in a revolutionary family. Influenced by his father, Ren MaoYuan joined the army in 1978, and joined the Communist Party of China because of his excellent performance. In 1991, Ren MaoYuan transferred to Zhongxian branch (formerly Zhongxian post office) as a security cadre. Ren MaoYuan used to be a positive and ambitious young man. He worked conscientiously and meticulously, and dared to adhere to the principle of "hitting the hard with the real". He won the trust of the leaders and employees of the unit. Since 2009, Ren MaoYuan has taken the post of human resources management in Zhongxian branch, and began to be responsible for the performance appraisal, salary payment, entry and exit procedures, personnel file management and labor recruitment of more than 400 employees. As the "old people" in charge of salary distribution, Ren MaoYuan thinks that he has worked hard and made great achievements. He is nearing retirement, and his salary is not as high as that of young employees in some sales posts. His psychology is gradually unbalanced. "There are so many employees in the company, and the leaders are busy all day, so they will not carefully review." Ren MaoYuan decided to do something about the payroll of the employees he was responsible for. In April 2014, after the temporary employee fan applied for resignation, his identity, salary and other related information should have been deleted from the company's human resources management system in a timely manner. However, Ren MaoYuan did not delete it. Instead, he took advantage of the trust of colleagues in Zhongxian postal savings bank outlets to falsely claim that fan's salary card needs to be replaced, and the new bank card is kept and used by him. Afterwards, Ren MaoYuan replaced fan's previous salary card number with a new bank card number in the human resources management system, falsely reported his salary in the name of fan, and successfully obtained the first state-owned capital of 3100 yuan. "At first, I was very afraid, but as time went by and no one found out, I gradually relaxed and became bolder. I thought I had found a way to make fast money." Ren MaoYuan said during the examination and investigation. As of the time of the case, Ren MaoYuan had used the identity of seven former employees to obtain 122800 yuan of state-owned funds 21 times. In addition, Ren MaoYuan also falsely increased the assessment bonus, overtime allowance and living allowance of on-the-job employees, and then asked the employees to return the excessive part to their designated bank account on the ground of accounting summary error. He successively took 243100 yuan of state-owned funds for his own account 37 times. "It was my distorted values, blinded by money, and arbitrarily increased the employees' wages, which not only violated the law, but also caused adverse effects on the unit..." when accepting the review and investigation, Ren MaoYuan regretted seeing the transfer records presented by the staff. In June 2022, Ren MaoYuan was expelled from the party, and his suspected corruption was transferred to the procuratorial organ for examination and prosecution according to law. In view of the problems exposed by the case, the county Discipline Inspection Commission and the supervision committee carried out the warning education of "four cases" in the state-owned enterprise system of the county and distributed it to Zhongxian County
