Answer: Ordinary Colleges and universities are the main body of continuing education for academic qualifications and an important force in building a lifelong learning education system serving the whole people. In different historical periods, ordinary colleges and universities have radiated high-quality higher education resources to the whole society by holding continuing education in the form of correspondence, part-time, full-time and network, providing flexible and diverse learning opportunities for adult learners, and making important contributions to promoting the popularization and popularization of higher education, building an education system that serves the whole people's lifelong learning, and serving the national economic and social development and national quality improvement. At the same time, it should also be noted that the continuing education for academic qualifications held by ordinary colleges and universities still has outstanding problems such as unclear school orientation, imperfect system standards, unsound governance system, and low quality of personnel training, which can not meet the requirements of high-quality education development. A: we have organized forces to conduct on-the-spot investigations, visits and seminars in 77 colleges and universities in 10 provinces and cities. We have carried out a questionnaire survey for colleges and universities and employers across the country. A total of nearly 20000 questionnaires have been collected, and a survey report on continuing education for higher education has been formed. On the basis of investigation and research, focus on the prominent problems, analyze the root causes, and propose systematic reform measures. In the process of formulating the document, we have extensively listened to and actively absorbed the opinions and suggestions of local education administrative departments, universities and relevant units, so as to promote democracy and pool wisdom. III. please introduce the main contents of the implementation opinions? Answer: the opinions is divided into six parts, with 22 articles in total. The first part is the general requirements, including the guiding ideology, basic principles and main objectives. It emphasizes the need to comprehensively implement the party's education policy, strengthen the party's leadership, implement the fundamental task of Building Morality and cultivating people, firmly establish the concept of lifelong learning for all, strengthen the connotation construction, and promote the standardized, orderly and healthy development of higher education. In accordance with the principle of "systematic planning, classified guidance, education oriented, quality improvement, foundation consolidation, capacity enhancement, digital empowerment and accurate governance", a new pattern of reasonable school structure, perfect quality standards, standardized school conduct, effective regulatory measures and sound guarantee mechanism will be formed. The second to fifth parts are the main tasks, focusing on the main problems existing at present, and putting forward 15 specific measures from four aspects: building a school running system suitable for the new development stage, comprehensively implementing education and teaching requirements, standardizing and strengthening school running management, and promoting digital transformation and development.
