The action of reducing burdens has become the highlight of streamlining administration and delegating power in the field of science and technology. The number of forms to be filled in the national key R & D plan has been reduced from 57 to 11; The random inspection of national science and technology projects adopts the method of "flight inspection" to go to the field, see the real objects, check the actual situation and ask for the actual results; The Ministry of science and technology and the Ministry of education have successively issued hard measures to break the "SCI first" and "paper only" and accelerate the reversal of the bad orientation of science and technology evaluation represented by the "four only"; Efforts have been made to solve the problems of disorderly brands and too many hats. The seven specific actions deployed by action 1.0 to reduce tables, solve the complicated reimbursement, streamline brands, clean up the problems of "only papers, only professional titles, only academic qualifications, and only awards", check slimming, information sharing, and crowdfunding scientific and technological reform, and have produced excellent results. Action 2.0 of burden reduction launched in 2020, on the basis of continuously consolidating and deepening the seven actions that have achieved positive results in the early stage, deployed four new actions, namely, transformation of achievements, responsible responsibility, guarantee and incentive of scientific research personnel, service of new research and development institutions and policy publicity. In the national key R & D plan of the 14th five year plan, more than 90% of the key projects have set up young scientist projects. In 2021, more than 300 young scientist teams will be supported, and the support for young scientific researchers will be continuously strengthened. "To promote the implementation of policies and reduce the burden of scientific research personnel with hard and practical recruitment has become a highlight of streamlining administration and delegating power in the field of science and technology." Tang Fuqiang told the science and Technology Daily that the comprehensive promotion of the two rounds of action to reduce the burden has made the burden reduction measures take root in the grass-roots units, forming a good superposition effect, achieving positive results, and has been transformed into a normal mechanism.
