China advocates that the UN Security Council pay attention to the issue of capacity building in Africa

At the initiative of China as the rotating president of this month, the UN Security Council held an open debate on the theme of "peace and security in Africa: strengthening capacity-building and achieving lasting peace" on the 8th. Zhang Jun, permanent representative of China to the United Nations, presided over the meeting. At present, African countries are facing multiple impacts such as COVID-19, wars and conflicts, climate change, energy and food. We urgently hope that the international community will pay more attention and input. China proposes to hold this open debate with the aim of building a dialogue platform for Member States to gain an in-depth understanding of the difficulties, challenges and real needs facing Africa. Before the meeting, the Chinese delegation put forward a concept paper. In view of the long-standing problems faced by African countries, such as weak governance capacity, limited means of maintaining peace and insufficient resources, the Chinese delegation stressed the importance of supporting African countries in strengthening capacity-building, and called on the international community to help African countries improve their capacity-building in governance, sustainable development, counter-terrorism, maintaining common security, and responding to risks and challenges, so as to achieve lasting peace. Zhang Jun pointed out in his speech at the meeting that China and Africa have always supported each other and shared a common destiny. As a developing country, we feel the sufferings and needs of Africa. To help Africa achieve long-term peace and stability, we must continuously increase investment, and capacity-building is the most critical link. It is the common responsibility of the international community to help Africa improve its capacity-building. We strongly appeal to the international community to support Africa's capacity-building in four aspects: strengthening government governance capacity, security sector performance capacity, improving sustainable development capacity, and cultivating and strengthening talent teams. Zhang Jun pointed out that to strengthen the government's governance capacity, we must adhere to the correct direction, respect and trust African governments, and support them to play a leading role. We should not attach political conditions to aid, nor should we interfere in the internal affairs of African countries or even substitute local governments. We should support African countries in enhancing the ability of their security departments to perform their duties. It is necessary to conduct a comprehensive review of UN peacekeeping operations in Africa and reform practices that are not suited to the situation. It is necessary to adjust and lift the arms embargo on African countries in a timely manner and effectively solve the problem of financing Au peace operations. Zhang Jun stressed that when major economies adjust their monetary policies for their own needs, their spillover effects may set off a financial tornado in Africa. While Africa is facing food and energy shortages, the major grain traders and oil enterprises in developed countries are making a lot of money. African countries strongly hope to get rid of this unfair treatment, and the international community has the responsibility to support it. Developed countries should fulfill their commitments on climate financing as soon as possible and make up for their historical debts to Africa. We should support African countries in improving their capacity for sustainable development, so that the countries concerned have more resources and means to maintain security. We should support African countries in training and strengthening their talent teams, and help African countries train more urgently needed talents according to their development, reconstruction, economic and social needs. Zhang Jun said that China has always adhered to the correct concept of justice and interests and the concept of truth, affinity and sincerity to develop its relations with Africa. China is willing to work with African countries to promote the implementation of the global security initiative as an opportunity to promote sustainable peace and security in Africa. China is ready to actively promote the global development initiative and the outcomes of the China Africa Cooperation Forum, deepen practical cooperation and better benefit Africa. The participants highly appreciated China's initiative as president of the Security Council to hold this meeting and spoke highly of China's support for Africa's peaceful development
