Recently, the China judicial documents network published the criminal ruling of the second instance of the bribery case of Wang Gengdong, former Secretary of the Yingde municipal Party committee in Guangdong Province. According to the document, when Wang Gengdong was a member of Qingyuan City Planning Committee, during the review meeting of the feasibility study report of the Guangzhou Qingyuan intercity rail transit project, he learned the information about the lines and station settings of the rail transit project that had not been made public to the public at that time, and immediately disclosed the information to Chen Mou Zhong, a shareholder of a real estate development company in Qingyuan, on the dining table, and received a reward of 200000 yuan. The information disclosed by Wang Gengdong is internal information known based on his position and identity. Before it is disclosed to the public, it belongs to work secrets. The information and work secrets held by Party members and cadres on the basis of their duties are alienated into opportunities and chips for individuals to make money by taking advantage of the opportunity. This behavior is likely to damage the fairness of market competition, and even damage the business environment and political ecology. In fact, Chen made a profit far exceeding the "cost" of 200000 yuan by using the "inside information" obtained in advance. Wang Gengdong's disclosure of such information, which should have been kept silent, is actually an exchange of interests, exchanging work secrets for benefits. In recent years, it is common for public officials to use their work secrets for personal gain. Xiong and Chen, former staff members of the information technology and market service department of the public resources trading center of Huaihua City, Hunan Province, disclosed the list of bid evaluation experts in advance during the bidding of the school relocation project, and collected a benefit fee afterwards; Zhu, a former law enforcement member of the comprehensive administrative law enforcement bureau of the Huaqiao Economic Development Zone in Kunshan City, Jiangsu Province, repeatedly disclosed the night inspection information and received the "benefit fee" during the 100 day special rectification action against illegal dumping of construction waste in the zone. All the piles are not the performance of deviating from the original mission, ignoring Party discipline and national law, and ignoring confidentiality discipline. They turned the internal information obtained in the course of performing their duties into an opportunity to make money. They used their work secrets as "chips" for seeking personal gains and trading power and money, and eventually broke the law and discipline. Consciously observing confidentiality discipline is the duty of Party members and cadres, and also the requirement of Party discipline and state law. According to the regulations on disciplinary measures, a party member's disclosure of confidential information is a violation of work discipline. The civil servant law also clearly stipulates that "civil servants shall not disclose state secrets or work secrets". "The first thing to propose is to be careful with your body. It is to be careful with your words, act with one heart, move with one heart, keep modest and retreat, do not be arrogant, keep quiet and confidential, and do not be greedy for your position." Keeping secrets has always been the basic requirement for an official to start a business. Anyone who divulges State secrets or work secrets must be punished. As Party members and cadres, they should not only keep the party and state secrets, but also keep the work secrets known based on their work duties strictly confidential, be cautious in words and deeds, and "respect the beginning and be cautious in the end". They should not say what should not be said, ask what should not be asked, look what should not be seen, and pass on what should not be passed on.
