Recently, the 26th meeting of the Central Commission for comprehensively deepening reform deliberated and adopted the opinions on building a data infrastructure system to better play the role of data elements (hereinafter referred to as the opinions), which made arrangements for data rights confirmation, circulation, trading, security and other aspects. As a new production factor, data is the basis of digitalization and intellectualization. The amount of data is growing at an alarming rate. According to Huawei's Global Industry Outlook (giv), global data will enter the Yb era (1yb ≈ 1trillion TB) by 2030. In the digital age, how to better obtain and use data elements to play its value has become a new battlefield of global competition. Data has become a national strategy, and as the foundation of the digital world, the ability of data storage will directly affect the quality of economic and social development. Only when the data is "saved", can it be used well. Without storage, there is no basis for data storage, calculation, transmission, etc. So, how to measure the ability of data storage? With the evolution of storage technology, the development of data storage has been extended to efficiency, economy, reliability, energy saving and so on. The concept of "data storage capacity" is proposed to take storage capacity as the core, including the comprehensive embodiment of performance, safety and reliability, green and low-carbon. Data storage will play a fundamental role in the future digital economy highway, and will be the digital cornerstone for the high-quality development of the entire economy and society. We see that the digital economy has become the core driving force of global economic growth, and data elements have become the core strategies of all countries. For example, the United States develops data as a long-term strategic resource; The UK clearly stated in the national data strategy that data is the driving force of the world's modern economy; The "14th five year plan" issued in 2021 and the long-term goal outline for 2035 proposed to "strengthen the capabilities of data collection, data storage, processing, intelligent analysis and so on". From the construction of data infrastructure to the development of digital economy, data viability benefits the government, enterprises and society, and will ultimately affect everyone, every family and every organization. For example, the traditional manufacturing industry judges the trend through the stored data, adjusts the production and manufacturing strategy of enterprises, and realizes the effective allocation of resources. It can also help to improve the controllability of the supply chain, so as to make the production data of the supply chain more transparent and provide more reference for decision-making. And enterprises that rely on massive data, such as bank risk control credit, insurance companies, logistics companies, can better carry out business, escort their production, and finally realize the steady growth of the industrial chain because of more accurate production and demand data input. At the same time, the development of data storage also faces some challenges, including the updating and iteration of storage media. At present, optical storage and magnetic storage are in the bottleneck period of technology or supply and cannot be broken through. It is necessary to vigorously promote the development of a new generation of storage technology represented by semiconductor flash memory media. In addition, there is data security. The opinion clearly puts forward that "security should run through the whole process of data governance". Data security is an integral part of national security, and data storage is the last line of defense for data security. At present, there are several major problems in data security in China: first, massive data brings pressure to the safe storage, management and use of data; Storage devices should be safe and reliable; We should control the use of unsafe open source software in storage products. Second, the construction of data disaster recovery is weak, and the data risk is increasing day by day. Third, the systematic construction is insufficient, and the laws and regulations and standard system are relatively perfect, but there is a lack of practical guidance. In key areas such as digital government, finance, operators, education, medical treatment, manufacturing, etc., there are still widespread phenomena of "backup, no disaster recovery" and "lack of remote disaster recovery". Fourth, at present, China's investment in data security disaster recovery is low. In large and medium-sized enterprises and other scenarios, disaster recovery coverage is low and business downtime losses are high. Fifth, the number and loss of extortion attacks are rising rapidly, and protective measures need to be built in the data storage layer. Driven by demand and driven by policies, all parts of the country are vigorously promoting the construction of digital infrastructure, but there is still a large gap in the level of sustainable development of various regions and provinces, which urgently needs to comprehensively sort out and objectively evaluate the current situation of sustainable development of domestic provinces. To this end, combined with the characteristics and key influencing factors of survivability development, the China Academy of communications and communications systematically proposed the data survivability development index at the level of China data center, and statistically evaluated the provincial data from the three dimensions of scale, quality and environment, so as to provide strong support for the formulation of national and provincial survivability development policies. At the China Computing Conference held on July 29, the China Academy of communications and communications, Huawei and odcc (Open Data Center Committee) will jointly create a forum on "accelerating the construction of data capacity and building the cornerstone of high-quality development of the digital economy", to discuss data capacity technology and industrial development, and promote the high-quality development of the digital economy.
