Painkillers sold to the elderly as "ancestral secret recipe" -- Erdos Dongsheng police cracked a case of producing and selling fake drugs
2022-07-27
The poorly packaged traditional Chinese medicine powder was advertised as a "ancestral secret recipe" for sale. Recently, the environmental food and drug investigation team of Dongsheng branch of Erdos Public Security Bureau in Inner Mongolia Autonomous Region spent more than 4 months and traveled more than 10000 kilometers. Starting from an inconspicuous clue, through small incision line expansion and full chain attack, the "4.15" production and sales of fake drugs case was successfully cracked, 4 production, processing and storage dens were destroyed, 6 suspect were arrested, and more than 34000 packages of drugs, 600 kg of raw material powder and There are 3 sets of processing equipment and a large number of outer packaging materials, and the sales network covers more than 10 provinces (districts and cities) across the country, involving more than 7 million yuan. Fake drugs are quietly sold in the community. In February this year, the police of the environmental food and Drug Investigation Brigade of Dongsheng branch found that someone in a residential building in Dongsheng District sold a powdered traditional Chinese medicine, claiming to be a pure traditional Chinese medicine with ancestral secret recipe, which has a miraculous effect on the treatment of bone and joint pain and arthritis. The police learned through side inquiry that the place where the drug was sold was not a hospital or outpatient department, and the salesperson had no relevant experience. The drugs sold were simply folded and wrapped in newspapers without any identification. The source was suspicious and suspected to be fake drugs. The police attached great importance to this situation and immediately sent the drugs involved for examination. After identification by relevant departments, the drug powder submitted for inspection contained six analgesic and hormonal western medicine ingredients such as prednisone acetate, aspirin and ibuprofen, which were identified as fake drugs according to law. Because most of these counterfeit drugs involved in the case were illegally added to a variety of prescription drugs in black dens for processing and production, the proportion was relatively random, and there was no quality control, and there was no guarantee for safety. After taking them, they could seriously endanger human health and even life safety. Dongsheng branch immediately filed a case on the same day, and fully deployed to carry out investigation. The main leaders at the municipal and district levels attached great importance to it and immediately transferred capable police forces to establish a "4.15" task force. In order to achieve "all elements, all links and all chains" attack, after nearly a month of peripheral investigation and investigation and evidence collection, the task force determined that this is a case of producing and selling fake drugs at the sales level, involving a large number of people and a wide range of sales. In order to quickly open a breakthrough in the case, the task force decisively closed the network, arrested suspect Feng and Wang in their homes in a community in Dongsheng District, destroyed a fake manufacturing dens, and seized more than 8100 packages of finished fake drugs, fake drug packaging and several express delivery documents on the spot. The next day, the civil police intercepted more than 12000 packages of finished fake drugs sold but not yet issued in the logistics company. After investigation, since 2018, suspect Feng and Wang have set up fake dens in their homes, sub packaged the purchased fake drug raw material powder, and then sold the fake drugs to Inner Mongolia, Liaoning, Heilongjiang, Shaanxi, Shanxi, Hebei and other provinces (autonomous regions and cities) for profit by express mail, involving an amount of more than 1 million yuan. The fake drug crime chain gradually became clear to completely cut off the crime chain. The task force cut in from the "point" at the end of sales, comprehensively used various investigative means and information resources, traced the source of production, and quickly identified a fake drug crime chain produced, subpackaged, wholesale and sold in Lanzhou, Gansu Province, and then sent to distributors and buyers all over the country through logistics and express delivery. According to the track of online members' activities mastered in the early stage, the task force moved to Lanzhou to overcome many difficulties, and gradually found out the identity of online personnel and the location of production dens through squatting and waiting, tracking and arranging. When the time was ripe for arrest, the task force decisively closed the net, successfully arrested the suspect Liang and Guo in Lanzhou City, Gansu Province, destroyed a fake manufacturing dens, and seized more than 13000 packages of finished fake drugs, 504 kg of unwrapped fake drug raw material powder, 1 set of fake manufacturing equipment, and intercepted 86 kg of fake drug raw materials that had been sold and were to be transported the next day. After inquiry, suspect Liang and Guo confessed to the fact that they had set up a fake dens to manufacture and sell fake drugs since 2018, and sold pure traditional Chinese medicine, which claimed to be the ancestral secret recipe for the treatment of joint pain, with a sales network covering more than 10 provinces (regions and cities) across the country, such as Inner Mongolia, Gansu, Beijing, Shanghai, Heilongjiang, and so on. The amount involved in the case was as high as more than 4 million yuan. After investigation, some of the fake drugs sold by suspect Liang and Guo were provided by Lu, the stall owner of a pharmaceutical wholesale market in Lanzhou. The suspect, Mr. Liang, handed over his own prescription to Mr. Lu, who illegally purchased prescription drugs for anti-inflammatory, analgesic and hormonal Western medicines, processed and ground them into powder according to the prescription provided by Mr. Liang and Chinese herbal medicines, and then handed them to Mr. Liang and Mr. Guo, who packaged and sold the processed fake drug powder in their rented warehouse; Another part of the fake drugs were directly purchased by suspect Liang and Guo from song, Shandong Province, and sold after being subcontracted twice at a dose of about 2 grams per small bag. After suspect Feng, Wang, Liang and Guo were successively arrested, the task force seized the victory and pursued the case on May 27. Lu, who provided Liang and Guo with the medicinal materials needed for the production of fake drugs and processed them, was successfully arrested in Lanzhou, Gansu Province, destroyed a fake drug production dens and seized a fake equipment. On June 29, the task force closed the network continuously. With the cooperation of the local police, song was arrested and brought to justice in Heze City, Shandong Province. One fake drug production dens were destroyed and one fake equipment was seized, involving an amount of more than 2 million yuan. The police said that the suspect claimed that the drug was "pure traditional Chinese medicine with ancestral secret recipe", which can treat bone and joint pain, arthritis and other diseases, and induce patients to buy and use it in large quantities. In fact, due to the addition of anti-inflammatory and analgesic drugs to the fake drug, the patient's pain sensitivity decreases in the short term after taking it, resulting in the illusion of improvement of the condition. Once taken for a long time, it will delay the diagnosis and treatment of the condition, and even aggravate the functional failure of the patient's kidney, liver and other organs, and induce other complications. After investigation, most of the buyers of fake drugs involved in the case were elderly people over 60 years old, and many patients had adverse symptoms such as allergy and edema after taking the drug, which was very harmful to society. Up to now, all the six suspect involved in the case have been taken criminal coercive measures, and the case is under further investigation. (Xinhua News Agency)
