According to the Shenzhen Special Economic Zone News, the breakthrough legislation in Shenzhen's emerging fields, the "Regulations of the Shenzhen Special Economic Zone on the administration of intelligent connected vehicles", will be implemented from August 1. This is the first domestic regulation on the management of smart connected vehicles, which clearly stipulates that smart connected vehicles listed in the industrial catalogue can only be driven on the road after being registered by the traffic management department of the public security organ. Among them, driverless drivers can drive in the areas and road sections designated by the traffic management department of the municipal public security organ. It home learned that for the first time in China, the regulations have made specific provisions on the access registration and road driving of intelligent connected vehicles. According to the regulations, intelligent connected vehicles refer to vehicles that can be operated safely on the road by auto drive system, including conditional autonomous driving, highly autonomous driving and fully autonomous driving. Among them, intelligent Internet connected vehicles with conditional automatic driving and highly automatic driving should have manual driving mode and corresponding devices, and be equipped with drivers. Fully autonomous intelligent connected vehicles can be equipped with no driver without manual driving mode and corresponding devices. However, fully autonomous intelligent Internet connected vehicles without drivers can only drive in the areas and road sections designated by the traffic management department of the municipal public security organ. According to the regulations, the intelligent Internet connected vehicles can be sold after being listed in the national automobile product catalogue or the Shenzhen intelligent Internet connected vehicle product catalogue and obtaining relevant access; After being registered by the traffic management department of the public security organ, you can drive on the road; With the permission of the transportation department, it may engage in road transportation business activities. In order to avoid a significant impact on the current road traffic order and eliminate the concerns of all sectors of society, the regulations have made a series of provisions. First of all, it stipulates the safety prompt rules for intelligent connected vehicles, requiring the vehicle to be equipped with an external indicator light in the automatic driving mode. When driving in the automatic driving mode, the indicator light should be turned on to send obvious safety prompts to other vehicles and pedestrians. Secondly, it clarifies the taking over obligations of the drivers of intelligent connected vehicles. When the auto drive system requests the taking over of dynamic driving tasks, the drivers of conditional and highly autonomous intelligent connected vehicles should respond to the taking over request and take over the vehicle immediately. At the same time, strengthen the responsibility of after-sales service, and require the producers and sellers of intelligent Internet connected automobile products to establish and improve the after-sales service mechanism of products, and provide timely and comprehensive technical support or rescue services in case of major faults or emergencies. In terms of the division of responsibilities after the traffic accident of the intelligent connected vehicle, the Regulations stipulates that if there is a driver, it can be handled with reference to the relevant provisions of the current road traffic safety laws and regulations; If the damage caused by a traffic accident during the period when there is no driver is the responsibility of the intelligent connected vehicle party, the vehicle owner and manager shall be liable for compensation. The regulations also set up a chapter on "network security and data protection" to prohibit the use of intelligent connected vehicles to engage in the following activities: illegal collection, processing and use of personal information; Collect information irrelevant to the driving and traffic safety of the vehicle; Illegally collecting information related to national security. The Research Report of Galaxy Securities pointed out that the regulation is the first official management document in China to divide the rights, responsibilities, definitions and other important issues of L3 and above level autonomous driving in detail, and the domestic autonomous driving industry will usher in a leap from L2 + to L3-L4.
