This is the specific practice of Zhejiang Province to explore digital empowerment to promote the reform of grass-roots public power supervision and release the efficiency of grass-roots supervision with the "intelligent governance" mode of village level supervision. Zhejiang Provincial Commission for Discipline Inspection and Supervision seized the favorable opportunity of digital reform, and took "overall intelligent governance, system integration, and collaborative efficiency" as the path to build a grass-roots digital supervision system with comprehensive coverage, up-down connectivity, and efficient operation, so as to continuously improve the scientificity, accuracy, and coordination level of grass-roots supervision. By building a big data supervision and application platform of public power at the grass-roots level that runs through the five levels of provinces, cities, counties and villages, we will focus on the high-frequency issues of villages and communities and the links where small and micro power corruption is prone to occur that are of concern to the masses, and carry out dynamic supervision and real-time early warning on the six high-frequency power issues of village and community corruption, such as village level projects, asset resources, labor employment, village level procurement, difficulty relief, and seal management. Since the operation of the grass-roots public power big data monitoring application platform, the village community coverage has reached 99.3%, 27800 warnings have been issued, 2539 people have been treated, and 26.7288 million yuan of losses have been recovered. The Commission for Discipline Inspection and supervision of Zhejiang province uses a supervision model to connect massive data with supervision needs. Through data capture, collision ratio and equivalence, it can accurately identify the integrity risks in the operation of grass-roots public power, and realize the transformation of supervision from offline to online, from post engagement to pre engagement, from independent operation to comprehensive penetration and integration. Early warning verification is an important part of intelligent supervision. Under the supervision and guidance of the provincial Commission for Discipline Inspection and supervision, all localities have carried out red warning verification in an orderly manner. Not long ago, the Commission for Discipline Inspection and supervision of Yinzhou District, Ningbo received a red warning from the monitoring application platform involving the field of "labor employment", which showed that three village cadres in a village in Hengxi town received remuneration other than wages in violation of regulations. After investigation, the Hengxi Town Commission for Discipline Inspection then reminded the three people to talk and deal with them, and recovered the excessive part. For the whole process supervision of the problems found, the Zhejiang Provincial Commission for Discipline Inspection has established a closed-loop supervision and control process of "early warning disposal, problem collection, general rectification, system reconstruction, and effectiveness evaluation". Up to now, the application platform has generated 220 problem lists, promoted the disposal of idle assets and the special treatment of the high proportion of direct project contracting for 89 times, and promoted the improvement of 9 provincial-level systems and 116 municipal and county-level systems.
