On June 30, the United Nations Security Council voted to adopt the resolution on the extension of the authorization of the sanctions measures in the Democratic Republic of the Congo. Zhang Jun, the permanent representative of China to the United Nations, made an explanatory statement after the vote. Zhang Jun said that the original intention of the Security Council's sanctions on the Democratic Republic of the Congo was to curb the violent activities of armed groups. Unfortunately, since the implementation of the sanctions, the armed groups active in the eastern Democratic Republic of the Congo (DRC) are still rampant, while the security capacity of the DRC government is limited. The government of the Democratic Republic of the Congo has repeatedly asked the Security Council to lift the arms embargo on Congo. Zhang Jun said that recently, the security situation in eastern Congo (DRC) deteriorated, and the rebel "M23 movement" caused a large number of civilian casualties and displacement. However, affected by the arms embargo, the security forces of the Democratic Republic of the Congo (DRC) are insufficient to deal with the threat of armed groups such as the "M23 movement". As the special representative of the United Nations Secretary General for the Democratic Republic of the Congo Keita said in his briefing to the Security Council on the 29th, the weapons and equipment level of the "M23 movement" is far above that of the security forces of the Democratic Republic of the Congo and the United Nations Stabilization Mission in the Democratic Republic of the Congo. This problem is worrying and needs to be solved. Zhang Jun said that during the consultations on the draft resolution, China and African members of the Security Council clearly supported the cancellation of the reporting requirements for the government of the Democratic Republic of the Congo. The author, France, made efforts, but due to the opposition of some members, the parties failed to reach an agreement, which China regrets. According to the requirements of the resolution, at present, the vast majority of weapons and equipment required by the security forces of the Democratic Republic of the Congo (DRC) are still in the list of mandatory reporting, which obviously will artificially increase complex procedures, affect the security cooperation between international partners and the DRC, and is not conducive to the DRC to improve its own security capabilities and fundamentally solve the problem in eastern DRC. In view of this, China had to abstain from voting on the resolution. China also hopes that the Democratic Republic of the Congo (DRC) can strengthen the management of weapons and ammunition and enhance the confidence of all members of the Security Council in canceling the government's reporting requirements. On the same day, the Security Council adopted resolution 2641 with 10 votes in favour and 5 abstentions, extending the relevant arms embargo, travel ban, assets freeze and other sanctions against the Democratic Republic of the Congo until July 1, 2023, and extending the mandate of the expert group assisting the work of the sanctions committee until August 1, 2023.
